Miami-Dade County Commission is directing the County Mayor or designee to file an application to amend the Comprehensive Development Master Plan (CDMP). The amendment will address the use of text amendments that may facilitate urban land uses on property outside the Urban Development Boundary (UDB), without seeking to expand the UDB or amend the Land Use Plan (LUP) map. The proposed amendment will require a demonstration of need, avoidance of sprawl-type development, and mitigation of loss of agricultural or environmentally-sensitive lands. It will also provide flexibility for text amendments in certain Urban Expansion Areas. This directive is a response to a perceived loophole where text amendments were used to allow urban uses outside the UDB without meeting the same requirements as a UDB expansion. The process is subject to Senate Bill 180, meaning the application cannot be filed until October 2027, unless extended by emergency declarations. The amendment will not be retroactive and will not affect pending applications. The Intergovernmental and Economic Impact Committee forwarded the item to the Board of County Commissioners (BCC) with a favorable recommendation on June 10, 2026. The BCC agenda date is July 21, 2026.
