CDMP APPLICATION RE UDB TEXT AMENDMENT

Board of County Commissioners · 2026-07-21 · resolution

This legislative matter concerns a proposed amendment to the Comprehensive Development Master Plan (CDMP) in Miami-Dade County. The resolution directs the County Mayor or designee to file an application to amend the CDMP text to address the use of text amendments that may facilitate urban land uses on property outside the Urban Development Boundary (UDB), without expanding the UDB or amending the Land Use Plan (LUP) map. The proposed amendment aims to ensure that such text amendments require a demonstration of need, avoidance of sprawl, and mitigation of environmental impacts. It also seeks to provide flexibility for text amendments in certain Urban Expansion Areas. The Intergovernmental and Economic Impact Committee forwarded this item to the Board of County Commissioners (BCC) with a favorable recommendation on June 10, 2026. The County Attorney indicated that due to Senate Bill 180, any resulting application would likely be subject to restrictions and could not be submitted to the state until October 2027, or later if emergency declarations extend the period. This change is not retroactive and will not affect currently pending applications. The Board of County Commissioners is scheduled to consider this on July 21, 2026.
