HURRICANE RECOVERY SERVICES MOU

Miami-Dade County is seeking approval for a standard Memorandum of Understanding (MOU) with municipalities for hurricane-related debris removal, staging, reduction, long-range hauling, and monitoring services. This MOU will allow the Department of Solid Waste Management (DSWM) to provide these services to requesting municipalities under pre-established, competitively bid emergency contracts. The services are intended for hurricane clean-up and recovery operations. The requesting municipality will compensate the County for services rendered. The item was forwarded to the Board of County Commissioners (BCC) with a favorable recommendation by the Intergovernmental and Economic Impact Committee. The County Mayor or designee is authorized to execute the MOU and manage its provisions. The need for such an agreement was highlighted after Hurricane Irma in 2017, and a similar request was made by North Bay Village in February 2025.
