Miami-Dade County Commissioners are directing the County Mayor or designee to negotiate a non-competitive, revenue-generating contract for a landfill gas conversion facility at the South Dade Landfill site. This directive is subject to the filing of a waiver of formal bid procedures. Alternatively, if the waiver is not filed by September 1, 2026, a report explaining the reason is required. This action follows the rejection of all proposals received under a previous solicitation (RFP No. EVN0019329) because they were deemed non-responsive by the County Attorney's Office. The previous solicitation aimed to design, build, finance, operate, and maintain a Renewable Natural Gas (RNG) system at both South Dade and North Dade Landfills. The North Dade Landfill was found to be not viable. The estimated cost for each facility was over $30,000,000. The county intends to seek feedback from the market before issuing a new solicitation for the South Dade Landfill site only, anticipating at least four proposers will resubmit.
