Miami-Dade County Board of County Commissioners (BCC) directed the County Mayor or designee to negotiate a non-competitive, revenue-generating contract for a landfill gas conversion facility at the South Dade Landfill site. This directive is subject to the filing of a waiver of formal bid procedures. Alternatively, if the waiver is not filed by September 1, 2026, a report explaining the reason is required. This action follows the rejection of all proposals received under RFP No. EVN0019329 because they were deemed non-responsive. The original solicitation aimed to design, build, finance, operate, and maintain facilities at both South Dade and North Dade Landfills to produce Renewable Natural Gas (RNG). However, the North Dade Landfill was found to be not viable. The estimated cost for each facility was over $30,000,000. The County plans to seek feedback before issuing a new solicitation for the South Dade Landfill site only, anticipating at least four proposers will resubmit.
