MDPLS MICROSOFT
Board of County Commissioners · 2026-07-21 · resolution
Miami-Dade County Board of County Commissioners is considering ratifying an emergency contract for Microsoft licenses for the Miami-Dade Public Library System (MDPLS). The contract, number E-10663, is with Insight Public Sector, Inc. for $1,700,000 over a three-year term. An emergency was declared due to Microsoft's transition from its Educational Licensing Program to its Nonprofit Licensing Program, which created complexities and delays in securing new licenses. Peer institutions nationwide reported similar difficulties. The contract aims to ensure continuity of public access to technology, core services, and online resources, as well as provide essential cybersecurity and data protection. The County Mayor or designee is authorized to exercise all provisions of the contract. The User Access Program applies, but Small Business Enterprise measures and Local Preference do not.
