Miami-Dade County Board of County Commissioners (BCC) is considering the approval of Contract No. EVN0013501, for the supply of Quicklime, to Carmeuse Lime & Stone, Inc. The contract is for a five-year term with a total amount of $124,080,000.00 for the Miami-Dade Water and Sewer Department (WASD). This quicklime is a critical chemical used in water treatment for softening, pH adjustment, and alkalinity control at three regional water treatment plants. The contract will ensure a reliable supply of approximately 42,000 tons annually. The Infrastructure, Innovation & Technology Committee forwarded this item to the BCC with a favorable recommendation on June 10, 2026. The contract replaces Contract No. FB-01772. The solicitation process resulted in two bids, with Carmeuse Lime & Stone, Inc. being the lowest responsive and responsible bidder. No certified Small Business Enterprise (SBE) firms were able to meet the solicitation requirements. The quicklime must meet stringent quality and regulatory requirements, including NSF/ANSI Standard 60 certification for drinking water treatment chemicals. The fiscal impact for the five-year term is $124,080,000, an increase from the previous contract due to higher unit pricing reflecting current market conditions. The County Mayor or designee is authorized to issue purchase orders and exercise contract provisions.
