Miami-Dade County Board of County Commissioners (BCC) is considering the award of Contract No. EVN0013501, for the supply of quicklime, to Carmeuse Lime & Stone, Inc. The contract is for a five-year term with a total amount of $124,080,000.00 for the Miami-Dade Water and Sewer Department (WASD). This quicklime is a critical chemical used in water treatment operations at three regional water treatment plants to ensure compliance with federal, state, and local regulatory requirements. The contract will ensure a reliable supply of approximately 42,000 tons of quicklime annually. The Infrastructure, Innovation & Technology Committee forwarded this item to the BCC with a favorable recommendation on June 10, 2026. The contract replaces Contract No. FB-01772. The Invitation to Bid was issued on March 9, 2026, and closed on March 31, 2026, with two bids received. Market research indicated only two vendors in South Florida are capable of supplying the required chemical. No certified Small Business Enterprise (SBE) firms could meet the solicitation requirements. The proposed contract reflects updated unit prices reflecting current market conditions.
