Miami-Dade County Board of County Commissioners is considering ratification of Change Order No. 1 to Contract No. S-930B between Miami-Dade County and Daniel O'Connell's Sons, Inc. This change order grants a 622-day non-compensable time extension for the construction of ST-2D-B South District Wastewater Treatment Plant (SDWWTP) Substations 5/6 and 15/16. The project involves constructing two new electrical substations, installing new electrical equipment, duct banks, and associated infrastructure to redistribute electrical loads, and includes demolition and replacement of existing electrical components. The delays are attributed to extended fabrication and delivery times for electrical equipment due to supply chain issues and operational shutdown sequencing constraints for installing new low voltage feeders. The project aims to increase the SDWWTP's permitted average annual daily flow from 112.5 to 131 MGD and peak flow capacity from 285 to 305 MGD, enhancing facility hardening for continuous operation during severe weather. The original contract award was $21,805,340.00. The change order has no additional fiscal impact. The Small Business Enterprise (SBE) goals for the original contract were 11.85% for Construction and 1% for Goods.
