Miami-Dade County Board of County Commissioners (BCC) is considering the approval of Contract No. EVN0013501, for the supply of Quicklime, to Carmeuse Lime & Stone, Inc. The contract is for a five-year term with a total amount of $124,080,000.00 for the Miami-Dade Water and Sewer Department (WASD). This quicklime is a critical chemical used in water treatment operations at three regional water treatment plants: John E. Preston, Hialeah, and Alexander Orr. The contract will ensure a reliable supply of approximately 42,000 tons of quicklime annually, which is necessary for water softening, pH adjustment, alkalinity control, and overall process optimization to meet regulatory requirements. The contract replaces Contract No. FB-01772. An Invitation to Bid was issued on March 9, 2026, and two bids were received by March 31, 2026. Carmeuse Lime & Stone, Inc. was the lowest priced responsive and responsible bidder. No certified Small Business Enterprise (SBE) firms were able to meet the solicitation requirements. The quicklime must meet stringent quality and regulatory requirements, including a minimum 90 percent calcium oxide (CaO) concentration, conformance to AWWA Standard B202-25, and certification under NSF/ANSI Standard 60. The Infrastructure, Innovation & Technology Committee forwarded this item to the BCC with a favorable recommendation on June 10, 2026. The final action is pending BCC assignment.
