Miami-Dade County Board of County Commissioners (BCC) is considering the approval of Contract No. EVN0013501 for Quicklime. The contract is proposed to be awarded to Carmeuse Lime & Stone, Inc. for a five-year term, with a total amount of $124,080,000.00. This contract is for the Miami-Dade Water and Sewer Department (WASD) to procure quicklime for water treatment operations at its three regional water treatment plants. The quicklime is delivered in bulk by truck and railcar and is essential for water softening, pH adjustment, alkalinity control, and regulatory compliance. WASD requires approximately 42,000 tons annually. The contract will replace a previous contract, FB-01772. An Invitation to Bid was issued on March 9, 2026, with two bids received by March 31, 2026. Carmeuse Lime & Stone, Inc. was the lowest responsive and responsible bidder. No certified Small Business Enterprise (SBE) firms were able to meet the solicitation requirements. The proposed unit prices are $596.28 per ton for truck delivery and $577.30 per ton for rail delivery, reflecting current market conditions. The contract allows for annual price adjustments. The Infrastructure, Innovation & Technology Committee forwarded this item to the BCC with a favorable recommendation on June 10, 2026. The BCC Agenda date is July 21, 2026.
