Miami-Dade County Board of County Commissioners is considering the approval of Contract No. EVN0013501, "QUICKLIME," for the Miami-Dade Water and Sewer Department (WASD). The contract is proposed to be awarded to Carmeuse Lime & Stone, Inc. for a five-year term at a total cost of $124,080,000.00. This contract is for the supply of quicklime, a critical chemical used in water treatment for softening, pH adjustment, and alkalinity control. WASD requires approximately 42,000 tons annually to supplement its own lime production and ensure continuous operations at its three regional water treatment plants. The contract replaces a previous one (Contract No. FB-01772) and reflects updated unit pricing for truck and rail deliveries, consistent with current market conditions. The solicitation process involved full and open competition, resulting in two bids, with Carmeuse Lime & Stone, Inc. being the lowest responsive and responsible bidder. No certified Small Business Enterprise (SBE) firms were able to meet the solicitation requirements. The quicklime must meet stringent quality and regulatory requirements, including specific calcium oxide concentration and NSF/ANSI Standard 60 certification for drinking water treatment chemicals.
