Miami-Dade County Commissioners are considering a resolution to waive competitive bidding procedures for veterinary services. This waiver would allow multiple county departments, including Animal Services, Aviation, Corrections and Rehabilitation, and Fire Rescue, to directly contract with veterinary service providers for up to five years. The aggregate amount for these services is not to exceed $8,542,837.00. The justification for waiving competitive bidding includes the specialized and unpredictable nature of veterinary care, past difficulties in soliciting responsive bids, and the practice of other governmental jurisdictions. The Animal Services Department will receive the largest allocation ($6,900,000) for spay/neuter services, pet retention support, and life-saving care for shelter pets. Other departments will use their allocations for the health of their canine units and specialized support canines. The resolution authorizes the County Mayor or designee to negotiate, approve, and execute contracts. The matter was amended and sent to the Intergovernmental and Economic Impact Committee on 4/15/2026.
