Miami-Dade County Board of County Commissioners rejected all proposals for Request for Proposals (RFP) No. EVN0001148, Fare Collection Application, for the Department of Transportation and Public Works. The rejection was recommended to allow for updates to the RFP, including clarifying language on subcontracting restrictions, the number of firms for oral presentations, pricing submission for optional items, and the evaluation methodology. A new RFP with revisions will be advertised. The original contract was intended to replace Contract No. L8481-0/27, valued at $31,671,329, expiring January 31, 2028. Nine proposals were received on August 29, 2025. Objections from multiple proposers during the evaluation phase led to the recommendation for rejection. The revised RFP will prohibit subcontracting relationships with Genfare, LLC, the current fare collection equipment provider, to avoid conflicts. It will also allow the Competitive Selection Committee to determine the number of proposers invited for oral presentations and will clarify pricing evaluation for optional items. The scope of this item is countywide. There is no fiscal impact to the County with the rejection of proposals.
