Miami-Dade County Board of County Commissioners is rejecting all proposals for Request for Proposals (RFP) No. EVN0001148, Fare Collection Application, for the Department of Transportation and Public Works. The rejection is due to ambiguities in the RFP, including subcontracting restrictions, the number of firms for oral presentations, and pricing submission requirements for optional items. A new RFP with revisions will be advertised. The original contract was intended to replace Contract No. L8481-0/27, valued at $31,671,329, expiring January 31, 2028. Nine proposals were received on August 29, 2025. Multiple proposers raised objections during the evaluation phase. The decision to reject all proposals was recommended by staff to ensure a fair and competitive contract award, allowing the use of Federal Transit Administration funds. The scope is countywide.
