FARE COLLECTION APPLICATION - REJECTION

Intergovernmental and Economic Impact Committee · 2026-06-10 · resolution

This legislative matter, File Number 260623, concerns the rejection of all proposals for a Fare Collection Application (FCA) for the Department of Transportation and Public Works. The original Request for Proposals (RFP) No. EVN0001148 was issued on May 16, 2025, with proposals due August 29, 2025. Nine proposals were received. The administration initially recommended rejecting all proposals due to numerous objections from proposers and ambiguities in the RFP regarding subcontracting with the current equipment provider (Genfare), the number of firms to be invited to oral presentations (initially three, but five were invited due to ties), and the evaluation of pricing for optional items. The administration sought to revise the RFP to address these issues and ensure compliance with Federal Transit Administration (FTA) funding requirements. During committee discussions, concerns were raised about the process, including the number of proposers advanced and the evaluation methodology. The item was initially withdrawn by the administration on April 8, 2026, with the intent to return with a recommended vendor. It was then deferred by the Intergovernmental and Economic Impact Committee on May 13, 2026, to allow the administration time to evaluate upgrading the current system. On June 10, 2026, the committee voted to defer the item again to its next meeting, directing the County Mayor or designee to provide a report detailing pricing for all responsive and responsible proposers and an analysis of price point allocation. The original contract for fare collection equipment (Contract No. L8481-0/27) was valued at $31,671,329 and expires January 31, 2028. The current system has been in place since 2008. The matter was ultimately withdrawn.
