Miami-Dade County Board of County Commissioners rejected all proposals for a Fare Collection Application (FCA) for the Department of Transportation and Public Works (DTPW) under Request for Proposals No. EVN0001148. The rejection was recommended to allow for updates to the RFP, provide further clarity on the evaluation process, and ensure a best-value contract. A new RFP with revisions will be advertised to address ambiguities regarding subcontracting restrictions with Genfare, LLC (the current fare collection equipment provider), the number of firms to be shortlisted for oral presentations, pricing submission requirements for optional items, and the methodology for evaluating pricing. The original contract was valued at $31,671,329 and was set to expire on January 31, 2028. Multiple proposers raised objections during the evaluation phase, which contributed to the decision to reject all proposals. The scope of the item is countywide. There is no fiscal impact to the County with the rejection of all proposals. A new RFP will be issued.
