Miami-Dade County Board of County Commissioners rejected all proposals for Request for Proposals (RFP) No. EVN0001148, Fare Collection Application, for the Department of Transportation and Public Works (DTPW). The rejection was recommended to allow for updates to the RFP, including clarifying language on subcontracting restrictions, the number of firms for oral presentations, pricing submission for optional items, and the evaluation methodology. A new RFP with revisions will be advertised. The original contract was intended to replace Contract No. L8481-0/27, valued at $31,671,329, expiring January 31, 2028. Nine proposals were received on August 29, 2025, for a cloud-based or vendor-hosted Fare Collection Application (FCA) to replace the County’s existing legacy software. Revisions will prohibit proposers from subcontracting with Genfare, LLC (current fare collection equipment provider), clarify oral presentation invitations, and address ambiguities in pricing for optional items like validators. The scope is countywide. There is no fiscal impact with the rejection of proposals.
