Miami-Dade County is seeking retroactive approval for a $375,939,525 grant from the U.S. Department of Health and Human Services for the continuation of the Head Start Program over a five-year period from August 1, 2026, to July 31, 2031. The county mayor or designee is authorized to accept these funds, expend them, and award non-competitive designated purchase contracts (Nos. D-10669A through D-10669Q) to seventeen existing Head Start delegate agencies. These contracts, with an initial one-year term and four one-year options to renew, are for the provision of program services. The county is also authorized to apply for future grant funds, negotiate agreements for program operations and student internships, and solicit new delegate agencies if needed. The decision to use a non-competitive designated purchase is based on ensuring continuity of care, retaining investments in facilities and staff, and adherence to Head Start guidelines.
