TRANSIT PERFORMANCE ANALYSIS SOFTWARE

Transportation Cmte · 2026-06-09 · resolution

Miami-Dade County Board of County Commissioners is considering a resolution to authorize a designated purchase for Contract No. BW-10026, Transit Performance Analysis Software. The proposed action extends the contract term by five years, through August 31, 2031, and adds $5,307,410 in expenditure authority, bringing the total modified contract value to $10,031,578. This software is exclusively provided by Swiftly, Inc. and is critical for the Department of Transportation and Public Works (DTPW) for analyzing transit performance, real-time operations, and customer information. The extension is necessary to ensure continuity of services while DTPW procures and implements a replacement for its aging Transit Computer Aided Dispatch and Automated Vehicle Locator (CAD/AVL) system, which is expected to incorporate the software's functionality. A Request to Advertise for the replacement system is anticipated in late 2026, with multi-year implementation following. Competition is deemed impracticable due to Swiftly, Inc. being the sole provider of the proprietary software. The Transportation Committee forwarded the item to the Board with a favorable recommendation.
