PTP AMENDMENT FOR REIMBURSEMENT TO DTPW

Miami-Dade County Board of County Commissioners (BCC) is considering a resolution to amend the FY 2026-30 Five-Year Implementation Plan of the People's Transportation Plan (PTP). The amendment retroactively includes the purchase of fifteen (15) 40-foot diesel and compressed natural gas (CNG) buses for the I-95 Phase I and II Project (CIP145). These buses were purchased in January 2017 for $3,896,702 using FDOT grant funds and were intended for I-95 Express Bus Service routes. The routes were discontinued in March 2020 due to declining ridership and operator shortages. The buses were redeployed to other routes, which was inconsistent with FDOT's requirements. FDOT requested reimbursement, and Miami-Dade County's Department of Transportation and Public Works (DTPW) paid $3,896,702 on January 12, 2026, from its Operating Fund. The PTP amendment is needed to authorize the use of PTP capital funds to restore DTPW's operating resources and ensure compliance with PTP funding eligibility. The Transportation Committee forwarded the item to the BCC with a favorable recommendation following a public hearing. The project is funded in part by Charter County Transportation Surtax Funds and is included in the County's FY 2025-26 Adopted Budget and Multi-Year Capital Plan.
