PTP AMENDMENT FOR REIMBURSEMENT TO DTPW

The amendment retroactively includes the purchase of fifteen (15) 40-foot diesel and compressed natural gas (CNG) buses for the I-95 Phase I and II project. The routes were discontinued in March 2020 due to declining ridership and bus operator shortages. The buses were redeployed to other routes, which was inconsistent with FDOT's contractual requirement for their use solely on the I-95 Express Service. Consequently, FDOT requested reimbursement for the depreciated value and unauthorized mileage. Miami-Dade County's Department of Transportation and Public Works (DTPW) issued a reimbursement payment of $3,896,702 to FDOT on January 12, 2026, using DTPW's Operating Fund. The amendment to the PTP Five-Year Implementation Plan is required to authorize the use of PTP capital funds to restore DTPW's operating fund resources and ensure compliance with PTP funding eligibility. The Transportation Committee forwarded the item to the Board of County Commissioners (BCC) with a favorable recommendation following a public hearing.
