PTP AMENDMENT FOR REIMBURSEMENT TO DTPW

Miami-Dade County Board of County Commissioners is considering a resolution to approve an amendment to the FY 2026-30 Five-Year Implementation Plan Update of the People's Transportation Plan (PTP). This amendment retroactively includes the purchase of fifteen (15) 40-foot diesel and compressed natural gas (CNG) buses for the I-95 Phase I and II project. These buses were purchased in January 2017 for I-95 Express Bus Service routes and later redeployed due to declining ridership and operator shortages during the COVID-19 pandemic. The Florida Department of Transportation (FDOT) requested reimbursement for the depreciated value and unauthorized mileage, totaling $3,896,702, which was paid by Miami-Dade's Department of Transportation and Public Works (DTPW) from its Operating Fund on January 12, 2026. The amendment is required to authorize the use of PTP capital funds to restore DTPW's operating resources and ensure compliance with PTP funding eligibility. The Transportation Committee forwarded the item to the Board with a favorable recommendation following a public hearing.
