PTP AMENDMENT FOR REIMBURSEMENT TO DTPW

Miami-Dade County Board of County Commissioners (BCC) is considering a resolution to amend the FY 2026-30 Five-Year Implementation Plan of the People's Transportation Plan (PTP). The amendment retroactively includes the purchase of fifteen (15) 40-foot diesel and compressed natural gas (CNG) buses for the I-95 Phase I and II project. These buses were purchased in January 2017 for $3,896,702 using FDOT grant funds but were redeployed from I-95 Express Bus Service routes due to declining ridership and operator shortages during the COVID-19 pandemic. This redeployment violated FDOT's contractual requirement for exclusive use on I-95 Express Service. Miami-Dade County's Department of Transportation and Public Works (DTPW) reimbursed FDOT $3,896,702 on January 12, 2026, from its Operating Fund. The PTP amendment is needed to authorize the use of PTP capital funds to restore DTPW's operating resources and ensure compliance with PTP funding eligibility. The Transportation Committee forwarded the item to the BCC with a favorable recommendation following a public hearing.
