PTP AMENDMENT FOR REIMBURSEMENT TO DTPW

Miami-Dade County is considering an amendment to the FY 2026-30 Five-Year Implementation Plan of the People's Transportation Plan (PTP). The amendment seeks to retroactively include the purchase of fifteen (15) 40-foot diesel and compressed natural gas (CNG) buses for the I-95 Phase I and II project. These buses were purchased in January 2017 for I-95 Express Bus Service routes connecting Broward and Miami-Dade Counties, funded in part by Charter County Transportation Surtax Funds and FDOT grants. The routes were discontinued in March 2020 due to declining ridership and operator shortages. Miami-Dade Department of Transportation and Public Works (DTPW) deployed the buses to other routes, which was inconsistent with FDOT's contractual requirements. FDOT requested reimbursement for the depreciated value and unauthorized mileage, totaling $3,896,702, which DTPW paid on January 12, 2026, from its Operating Fund. The amendment is required to authorize the use of PTP capital funds to restore DTPW's operating fund resources and ensure compliance with PTP funding eligibility. The project is identified as CIP145 and is included in the County's FY 2025-26 Adopted Budget and Multi-Year Capital Plan under Program No. 6730101, Site No. 300908.
