[110 N Clayton Street] Project at 110 N Clayton Street for a new garage addition with a patio on top was approved. The project involved removing an existing deck and shed. Jason Malk attended via zoom, and Don Malak was present. The board voted to approve the application with a 5-0 vote. [115 W 3rd Avenue] Project at 115 W 3rd Avenue for renovation was deemed not to require a Certificate of Appropriateness as the residence is under 50 years old. Ms. Janiszewski provided a summary, and John Wilbur, Contractor, was present. The discussion included window installation on the second story with white vinyl, water damage to the upper porch flooring, window type and material, screening in windows, casement windows, fixed glass, and preserving old wood. The board voted to approve the application with a 5-0 vote. [606 N McDonald Street] Project at 606 N McDonald Street for an addition was approved with two conditions: the new metal roof shall be standing seam with a concealed fastener in an earthy or muted color, and the windows on the western façade must include the shutters and grid lines depicted in the application. Lisa Smith of Eco Construction was present. Discussions included the site plan, matching shingles, painting and color, a large tree on the lot, pervious calculations, and procedures if the Building Department rejects a project. The board voted to approve the application with a 5-0 vote. [729 E 8th Avenue] Project at 729 E 8th Avenue for window replacement was denied. The staff recommended approval with the condition that grid lines be replicated on all new windows. Diane Hartwell, landowner, was present and expressed frustration with the contractor, stating she did not want to continue with the COA Application. Discussions included restocking fees, contractor measurements, the COA being separate from applicant disputes, contractor attendance at meetings, permit requirements, materials including vinyl windows, financial hardship, and guidelines. The board voted to deny the application as presented unanimously with a 5-0 vote, citing inconsistency with standards discouraging vinyl windows.
