[15th Street/L.A. Kirksey Street and Tamarind Avenue; case R2025-1042] Work Order G-6 with Gerelco Traffic Controls, Inc. to construct a mast arm traffic signal at the intersection of 15th Street/L.A. Kirksey Street and Tamarind Avenue. The contract amount is not to exceed $744,528.60. The project is funded by Infrastructure Sales Tax and is located within the City of West Palm Beach on a City road. Gerelco has an office in the County. The overall Small Business Enterprise (SBE) participation achieved on the contract to date is 20%, with 0% proposed for this specific work order. Affordable Housing Multifamily Developments funding recommendations. Five projects are listed: Washington Park Estates by Housing Trust Group, LLC ($9,750,000); Pinnacle on Sixth by Pinnacle on Sixth, LLC ($4,999,000); Pine Bay Landings by Pine Bay Landings, LLC ($6,300,000); Grace Church by RR Church Partnership, LLC ($13,400,000); and Mount Calvary by RR Church Partnership, LLC ($12,500,000). [Old Dixie Highway, from Tequesta Drive to the south driveway of the Tequesta Water Treatment Plant] Agreement with the Village of Tequesta for the design of streetscape improvements on Old Dixie Highway, from Tequesta Drive to the south driveway of the Tequesta Water Treatment Plant. The County will reimburse the Village $32,269, which is 50% of the design cost. The Village will design, permit, and construct the project and maintain it in perpetuity. [Lyons Road/Sansbury’s Way; case R2022-0914] Change Order No. 16 to the contract with R & D Paving, LLC for a time extension of 264 days for the Lyons Road/Sansbury’s Way Buffered Bike Lanes project. The original contract amount was $5,862,084.91, and with this change order, the total contract amount is $6,791,719.75. The project is complete, with the final acceptance date of December 13, 2025. Remobilization was necessary to complete additional drainage work. [SR 80 in the vicinity of CR-880] Lighting Agreement with Florida Power & Light Company (FP&L) for SR 80 in the vicinity of CR-880. The agreement is for the installation and/or removal of LED street lights and poles. [Wabasso Drive from Westgate Avenue to Okeechobee Boulevard] Resolution supporting the Westgate Belvedere Homes Community Redevelopment Agency’s (Westgate CRA) application for Federal Transportation Alternatives Program (TAP) grant funding to construct sidewalks, bike lanes, bus shelter concrete pads, and pedestrian-scale streetlights on Wabasso Drive from Westgate Avenue to Okeechobee Boulevard in the North Westgate Estates area. If the application is approved, the County will implement the project from design through construction. [Southwest corner of State Road 7 and Stribling Way] Proportionate Share Agreement in the amount of $815,021 with Wellington Property Owner LLC for a proposed project known as K Park Multiple Unit Planned Development (MUPD), located at the southwest corner of State Road 7 and Stribling Way. This agreement allows the developer to proceed with development by contributing their proportionate share to transportation facilities. [within the City of Delray Beach; case R92-1016D] Interlocal Agreement with the City of Delray Beach to repeal and replace a prior agreement that provided for traffic control jurisdiction within the City by Palm Beach County. The new agreement transfers traffic regulatory authority over all County maintained thoroughfare roadways and certain signalized intersections within the City’s municipal boundaries to the County. [Prosperity Farms Road Bridge Replacement over the SFWMD C-17 Canal] Contract with Cone & Graham, Inc. for the construction of the Prosperity Farms Road Bridge Replacement over the South Florida Water Management District’s (SFWMD) C-17 Canal. The contract amount is $8,031,442.38 for 545 calendar days. The project includes harmonizing roadway improvements along adjacent segments of Prosperity Farms Road. Funding includes infrastructure sales tax and a $4,000,000 grant from the Florida Department of Environmental Protection. [Palm Beach County residents; case R2025-1534] First Amendment to Agreement with The Lord’s Place, Inc. for Provision of Financial Assistance for Integrated Recovery & Housing Support services. The amendment is for the period October 1, 2025 through September 30, 2028, and increases the unit rate for services from $30 to $40 per bed day. The total contract amount remains unchanged. [Palm Beach County; case RWHAP: 6 H89HA00034-33-01; EHE: 6 UT8HA33954-07-01] Notice of Award from U.S. Department of Health (HHS), Health Resources and Services Administration (HRSA) for the Ryan White HIV/AIDS Part A (RWHAP) and Minority AIDS Initiative (MAI) Program in Palm Beach County for the budget period March 1, 2026 through February 28, 2027. The total grant award amount is $7,513,516 ($5,424,356 for GY 2026). The program supports new and existing programs to improve health outcomes for clients with HIV/AIDS. Also, a Notice of Award for the Ending the HIV Epidemic (EHE): A Plan for America for the same budget period, in the amount of $2,005,339 ($1,455,339 for GY 2026), to support efforts focused on reducing new HIV/AIDS infections. Funding for TSA Aviation Worker Screening Program equipment is no longer needed, and repairs to the terminal building at North County General Aviation Airport were completed by the Fixed Base Operator. [East side of State Road 7 just north of Glades Road] A Non-Exclusive Access Easement Agreement was approved by Boca Raton Associates X, LLLP in favor of the County for vehicle and pedestrian ingress and egress over a portion of the Johns West Planned Unit Development (PUD) to serve the County’s civic site within the PUD. The PUD is located on the east side of State Road 7 just north of Glades Road. The Easement Area is approximately 80 feet wide by 354 feet in length and is being granted to the County at no charge. [1375 Jupiter Beach Road; case R2025-0464] Work Order No. 26-020 was approved with Andrea Construction, Inc. for the Jupiter Beach Park - Bridge Replacement Project at 1375 Jupiter Beach Road. The project involves replacing the existing steel pedestrian/service bridge. The contract amount is $491,860, with a completion period of 300 calendar days. The project includes removal and replacement of the bridge, and has a Small Business Enterprise (SBE) subcontracting goal of 77.54% for this work order, with overall SBE participation at 51.46% for the contract. [Carlin Park; case R2023-1567, R2024-1661] A Termination Agreement was approved between the County, Dune Dog Beach Café, LLC (Concessionaire), and Dune Dog Acquisitions, Inc. (DDA) to terminate the Concessionaire Lease Agreement for the operation of a food and beverage service concession at Carlin Park. The termination was requested by the Concessionaire Parties after a structural assessment recommended repairs to concrete columns, for which the County is responsible. An amendment to the Loan Agreement extends the draw dates for American Rescue Plan Act Replacement Funds (ARPA-RF) to March 31, 2027 (50%) and June 30, 2027 (100%). The project consists of 48 multi-family housing units, with 34 assisted by County funding, located at 3430 45th Street, West Palm Beach. The total development cost is $21,050,000, with total County assistance of $6,750,000. [2701 – 2751 2nd Avenue North, Palm Springs] Loan Agreements with Village of Valor, Ltd (VOV) for the VOV Project were approved, funded with Housing Bond Loan Program (HBLP) funds ($4,300,000) and Neighborhood Stabilization Program 2 (NSP2) funds ($2,000,000). An amendment to the NSP2 Loan Agreement incorporates federal labor standards and sets an August 31, 2029 deadline for construction completion. The project at 2701 – 2751 2nd Avenue North, Palm Springs, consists of a 54-unit multi-family rental development, affordable for at least 50 years. Total County assistance is $6,300,000. [12747 Jog Rd., Boynton Beach, FL 33437] A Resolution was adopted authorizing the issuance of one or more series of Health Facilities Revenue Bonds by the Palm Beach County Health Facilities Authority for Green Cay Life Plan Village, Inc., in an aggregate amount not to exceed $375,000,000. The bonds will finance the acquisition, construction, and equipping of continuing care retirement facilities, including independent living, assisted living, and memory care units, common areas, parking, and ancillary facilities at 12747 Jog Rd., Boynton Beach, FL 33437. The County is not obligated to pay the bonds. [North of Melaleuca Lane on the east side of Davis Road (four parcels); case R2023-1451, R2025-1101] An Amendment 002 to Loan Agreement R2023-1451 with Davis Commons, LLC was approved to allow an additional 60 days for the developer to draw the remaining loan funds, extending the final draw deadline to May 30, 2026. The project at four parcels north of Melaleuca Lane on the east side of Davis Road involves a 20-unit for-sale housing development, with $2,000,000 in State Housing Initiatives Partnership (SHIP) funding. [case R2025-1749] Amendment 001 to Loan Agreement R2025-1749 with Villas of Solana, LLC was approved to revise fiscal year and HOME grant numbers and clarify construction and consultant requirements for the construction of a 28-unit for-sale housing development. The project includes ten (10) County-assisted units and is funded with HOME Investment Partnership Community Housing Development Organization (HOME CHDO) funds totaling $1,494,786. [PBCWUD service area (nine lift station basins); case PBCWUD Project No. 24-035R] A Contract for the Eastern Service Area Gravity Sewer Project A was approved with Hinterland Group, LLC in the amount of $12,015,633.59. A budget transfer of $5,700,000 was also approved to fully fund the project. The project involves rehabilitation of the gravity sewer system in nine lift station basins, including sewer pipe lining, manhole rehabilitation, and site restoration. The contractor committed to 3.31% Small Business Enterprise (SBE) participation. [City of South Bay (SW 11th Avenue, NW 12th Avenue, NW 1st Street); case R2023-1868, PBCWUD Project No. 26-002] Consultant Services Authorization (CSA) No. 2 was approved with C Solutions, Inc. for Engineering Design and Permitting for the South Bay Water Main Replacement Project, not to exceed $237,377.60. The project involves water main replacement and sewer improvements in conjunction with roadway and drainage improvements in the City of South Bay, along SW 11th Avenue, NW 12th Avenue, and NW 1st Street. The consultant committed to 100% SBE participation for this CSA, with overall SBE participation at 96.28% for the contract. [case 26SRP01, 26SRP03, PBCWUD Project Nos. 25-021, 25-023] Standard Grant Agreements with the State of Florida Department of Environmental Protection (FDEP) were approved for the Western Region North Wastewater Treatment Facility Electrical & Wet Weather Improvements (WRNWWTF) for $7,000,000 and the Western Region Wastewater Treatment Facility Phase 2 - Electrical Building & Resiliency Improvements (WRWWTF) for $20,000,000. These grants are part of the Resilient Florida Program to harden coastal infrastructure. The WRNWWTF project includes a new generator, transformer, and electrical building. The WRWWTF project includes demolition and construction of new electrical buildings and site improvements. These projects are exempt from Small Business Development (SBD) requirements. [Water Treatment Plant No. 11; Water Treatment Plants Nos. 3 and 9; case PBCWUD Project No. 25-030] Budget Transfers were approved to fund the Water Treatment Plant (WTP) No. 11 Upper Floridian Aquifer (UFA) Production Wells and Raw Water Main (WTP 11 Project) with $1,198,259.48 and WTPs 3 and 9 Process Improvements Design, Permitting, and Bidding Services (WTPs 3 & 9 Project) with $71,745.40. The WTP 11 Project involves installing 3,800 linear feet of raw water main to support two UFA production wells. The WTPs 3 & 9 Project covers design, permitting, and bidding services for process improvements. [Lake Worth Lagoon; case LPA0721, R2024-0560] Amendment No. 1 to Agreement No. LPA0721 with the Florida Department of Environmental Protection (FDEP) was approved for the Lake Worth Lagoon Initiative (LWLI). The amendment provides an additional $525,750 in grant funding, revises the scope of work to include a new task (Lake Worth Lagoon System Assessment), updates audit requirements, and extends the Agreement’s expiration date to January 31, 2032. The total grant funding is now $2,625,750. [Tract Nos. 636 and 650, Lake Worth Lagoon; case DACW17-9-26-0021, SAJ-2025-02581, R2024-1217] A Consent of Easement Agreement No. DACW17-9-26-0021 was approved with the United States of America, Department of the Army to use the United States Army Corps of Engineers’ (USACE) right-of-way to install seagrass planting units associated with the Lake Worth Lagoon Seagrass Restoration Project. Two planting sites are located on Tract Nos. 636 and 650. The USACE permit requires this easement for two of the six planting sites. [Lake Worth Lagoon (Bonefish Cove); case 0318.23.075663, R2024-1429] Amendment Number 1 to Grant Agreement ID: 0318.23.075663 with the National Fish and Wildlife Foundation (NFWF) was approved, retroactively extending the Period of Performance from June 30, 2025, to December 31, 2027. The amendment modifies the Project Scope for Constructing a Tidal Wetland Complex to Enhance Bonefish Cove FL, reducing the red mangrove habitat created from 7.8 to 4.7 acres. The total grant amount is not to exceed $1,500,000. Palm Beach County (PBC) and the Town of Hypoluxo (Town) are entering into a 20-year Interlocal Agreement to define responsibilities for the restoration, management, development, and maintenance of the 97.64-acre Hypoluxo Scrub Natural Area. PBC will assume primary responsibility for all activities, including network connectivity for cameras and amending IT services agreements. The Town will continue to be responsible for certain structures and opening/closing the parking lot gate. This agreement supersedes a previous agreement from October 2, 2001. Estimated annual costs for land management, maintenance, and repairs are between $5,000 and $10,000 for the next five years. Larger maintenance will be subject to annual appropriations. No additional staff are requested for PBC's Environmental Resources Management (ERM) department. [Countywide] Palm Beach County (PBC) is proposing budget amendments due to anticipated grant funding no longer being available for three capital improvement projects: Frenchman’s Forest Recreational and Public Use Facilities (PUF), Lake Park Scrub Trails and PUF, and Acreage Pines Boardwalk Trails and Observation Platform. A downward budget amendment of $750,000 is requested for the Environmental Resources Capital Projects Fund. A budget transfer of $691,100 is requested within the Natural Areas Fund to re-allocate funds originally budgeted as matching funds for these grants. The Florida Department of Environmental Protection Recreational Trails Program (RTP) has no identified funding for non-motorized projects for the 2026/2027 cycle, and no funds were available for the 2025/2026 cycle due to federal guidance. [Sunset Cove Amphitheater] An executed Promoter Amphitheater Rental Agreement with AEG Presents SE, LLC for the Alabama Shakes concert at Sunset Cove Amphitheater from April 29, 2026, through April 30, 2026, is being submitted for receive and file. The event generated $16,235 in revenue with $3,213 in direct expenses, resulting in a net fiscal impact of $13,022. The agreement was fully executed by the Director of Parks and Recreation. [Canyon Amphitheater, Seabreeze Amphitheater] Three executed Entertainment Contractor Agreements are being submitted for receive and file: 1) We Make Music LLC for the 'Legends on the Lawn: Hot Sauce Moon' concert at Canyon Amphitheater on March 21, 2026, not to exceed $700; 2) Given to Fly Tribute LLC for the 'Carlin Park After Dark: Given to Fly' concert at Seabreeze Amphitheater on April 11, 2026, not to exceed $1,800; and 3) Claudette Roccapriore for the 'Legends on the Lawn: Relentless Band' concert at Canyon Amphitheater on April 18, 2026, not to exceed $700. A sponsorship from Nostalgic America offset expenses for the Canyon Amphitheater concerts. [County operated parks] Approval of a Park Ranger Services Agreement with the Palm Beach County Sheriff’s Office (PBSO) for law enforcement supervision in County operated parks from August 12, 2026, through September 30, 2029, with automatic yearly renewals. A budget transfer of $699,878 within the General Fund to PBSO from the Parks and Recreation Department is also requested. PBSO will provide thirty (30) full-time park ranger specialists, six (6) park ranger coordinators, one (1) administrative aide, one (1) lieutenant, and one (1) sergeant. This contract replaces prior agreements and includes services for Fire Rescue and Ocean Rescue, as well as Urban Search and Rescue (USAR) related medical director services. [Countywide (Parks)] Authorization for a bond referendum to be held on November 3, 2026, seeking authorization for the issuance of Palm Beach County General Obligation (GO) Bonds, not to exceed $275,000,000 to $280,000,000, for Parks improvement projects. The term of each series of GO Bonds shall not be greater than 20 years. Correspondence will be sent to the Supervisor of Elections regarding ballot order. [Countywide (Library District)] Authorization for a bond referendum to be held on November 3, 2026, seeking authorization for the issuance of Palm Beach County General Obligation (GO) Bonds, not to exceed $175,000,000, for Library District improvement purposes. The term of each series of GO Bonds shall not be greater than 20 years. Correspondence will be sent to the Supervisor of Elections regarding ballot order. [Countywide (Paratransit services), 1200 S Congress, Palm Springs (operating facility); case R2025-0677 (MV Transportation A), R2025-0678 (First Transit B), R2025-0679 (MV Transportation MOD Go Glades)] First Amendments to Emergency Contracts for Paratransit services. MV Transportation, Inc. (Run Package A) will have its not-to-exceed amount increased by $25,651,835 to $50,777,828 and contract end date extended to April 30, 2027. First Transit, Inc. (Run Package B) will have its not-to-exceed amount increased by $41,188,174.35 to $77,808,348.35 and contract end date extended to April 30, 2027. MV Transportation, Inc. (Dial-A-Ride/Mobility-on-Demand – Go Glades service) will have its not-to-exceed amount increased by $2,639,131.37 to $4,332,031.37 and contract end date extended to April 30, 2027. A budget transfer of $13,672,148 is also requested. These amendments maintain services until a new five-year contract is awarded, estimated in December 2026.
