[NE Royce Avenue to NE Lazy River Parkway; case Bid No. 26-023] The Board of County Commissioners approved the award of Bid No. 26-023 for the St. James Drive Pedestrian Walkway (NE Royce Avenue to NE Lazy River Parkway) to PRP Construction Group for $273,718.50. This project is funded by the Infrastructure Sales Tax. [St. Lucie County Baling & Recycling Facility; case Bid No. 26-027] The Board of County Commissioners approved the award of Bid No. 26-027 for Waste Tire Processing and Recycling from the St. Lucie County Baling & Recycling Facility to Coastal Waste & Recycling, Inc. of Boca Raton, FL, with a secondary contract to Liberty Tire Recycling of Fort Pierce. The Board also authorized the Chair to sign the contracts. The Board also authorized the Chair to sign the documents. [Harbour Point Park; case Bid No. 26-026] The Board of County Commissioners approved the contract with Perimeter Solutions Group Florida LLC for the Harbour Point Park Security Fence project totaling $224,937.54, including a 10% contingency. The Board also authorized the Chair to sign the documents. [MLB Stadium locker rooms; case SFS Purchase] The Board of County Commissioners approved the purchase of new washers and dryers for the MLB Stadium locker rooms by Sterling Facilities (NY Mets) in the amount of $207,072.00. [Morningside Library; case Garland Proposal #23-FL-260007, Contract #R230401] The Board of County Commissioners approved proceeding with the Morningside Library Roof Replacement for $700,923.00, utilizing Garland Proposal #23-FL-260007, Contract #R230401 via Intergovernmental Cooperative Purchasing Agreement (MICPA) and OMNIA Partners, Public Sector (U.S. Communities). The Chair was authorized to sign the agreement. [St. Lucie West Annex; case Garland Proposal #23-FL-260013, Contract #R230401] The Board of County Commissioners approved proceeding with the St. Lucie West Annex Exterior Waterproofing and Painting for $179,149.00, utilizing Garland Proposal #23-FL-260013, Contract #R230401 via Intergovernmental Cooperative Purchasing Agreement (MICPA) with Region 4 Education Service Center and OMNIA Partners Public Sector (U.S. Communities). The Chair was authorized to sign the agreement. [Port Saint Lucie Branch Library; case Contract C24-08-717] The Board of County Commissioners approved reallocating contract contingency to fund Change Order No. 01 for the Port Saint Lucie Branch Library Demolition and Construction, Contract C24-08-717, in the amount of $503,259.00. The Board also approved the change order, the transfer of unused asbestos testing and remediation allowance, and authorized the County Administrator and Chair to sign documents. [Arthur Lee Boatwright Pool] The Board of County Commissioners approved the Subrecipient Agreement with the City of Fort Pierce for the Arthur Lee Boatwright Pool Renovation Project using Community Development Block Grant (CDBG) funds, in the amount of up to $300,000.00. The Chair was authorized to sign the agreement. [5000 Conley Place; case Resolution No. 2026-102] The Board of County Commissioners approved Resolution No. 2026-102 for a Perpetual Utility Easement at 5000 Conley Place from Gilbert T. Medlin (Parcel ID 1313-131-0001-000-4). The Board approved the Contract for Sale and Purchase and authorized the Chair to sign the Contract and Resolution. [2301-700-0002-000-3; case 2026-007] The Board of County Commissioners approved the Road Impact Fee Credit Agreement 2026-007 with Kings Highway Owner LLC (Parcel ID 2301-700-0002-000-3). The Chair was authorized to sign the agreement. [St. James Drive; case Resolution No. 2026-118] The Board of County Commissioners accepted a Quit-Claim Deed from the City of Port St. Lucie for Parcel 101A - St. James Drive, as part of Resolution No. 2026-118. The Chair was authorized to sign the resolution. [West of Parcel ID 1336-331-0000-010-5; case Item/Segment Number FPID: 438379-4-52-01 & 438379-5-52-01] The Board of County Commissioners authorized the Chair to sign the County Deed and Resolution for a Florida Department of Transportation Jurisdictional Transfer (Parcel 115 / County Deed - West of Parcel ID 1336-331-0000-010-5). Staff was directed to send the executed documents to FDOT for recordation. [Parcel ID 2302-411-0003-000-6; case Item/Segment Number FPID: 438379-4-52-01 & 438379-5-52-01] The Board of County Commissioners authorized the Chair to sign the Temporary Easement and Resolution for a Florida Department of Transportation Jurisdictional Transfer (Parcel 712 / Temporary Easement - Parcel ID 2302-411-0003-000-6). Staff was directed to send the executed documents to FDOT for recordation. [Parcel ID 2302-411-0003-000-6; case Item/Segment Number FPID: 438379-4-52-01 & 438379-5-52-01] The Board of County Commissioners authorized the Chair to sign the Permanent Easement and Resolution for a Florida Department of Transportation Jurisdictional Transfer (Parcel 807 / Permanent Easement - Parcel ID 2302-411-0003-000-6). Staff was directed to send the executed documents to FDOT for recordation. [case Ordinance No. 2026-18] The Board of County Commissioners approved Ordinance No. 2026-18, updating Chapter 18 of the County Code to modernize emergency management operations, including creating a new Article-1 for emergency management, cleaning up Article-2 (price gouging), and creating a new Article-5 for healthcare facility emergency plan review. The Board of County Commissioners approved the Interlocal Agreement between St. Lucie County and St. Lucie County Water and Sewer District for the issuance of Series 2026 Non-Ad Valorem Revenue Bonds to refinance capital improvements, extensions, expansions, replacements, and upgrades to the water and wastewater system. The Chair was authorized to sign the agreement. [case Resolution No. 26-113] The Board of County Commissioners adopted Resolution No. 2026-113, authorizing the issuance of Series 2026 Non-Ad Valorem Revenue Bonds. The proceeds will be used for the acquisition and construction of capital improvements to the water and wastewater system, refinancing interim indebtedness, capitalizing interest, and paying costs of issuance. The Chair was authorized to sign the Resolution. The Board of County Commissioners rescinded its prior approval of the Ft. Pierce FBO LLC dba APP sublease to JM Aviation & Storage, LLC from the June 2, 2026 meeting due to a voting conflict. Commissioner Townsend recused herself. The Board then unanimously reapproved the reconsideration of the sublease with the voting conflict disclosed and Commissioner Townsend's recusal. [East side of Kings Highway and south side of Whalou Way; case MJSP-2511-000144] The Board of County Commissioners approved the Major Site Plan for KRE Warehouse, a 182,062 sq. ft. general industrial warehouse on 17.69 acres located on the east side of Kings Highway and south side of Whalou Way. The property was previously rezoned from Agricultural-1 (AG1) to Industrial Light (IL) Zoning District. The plan includes 52 truck parking spaces, 164 standard parking spaces, and two access points from Whalou Way. Conditions of approval include eradication of invasive plants, listed species surveys, and an Environmental Resource Permit.
