[Bexley Trl and Landstone Blvd roundabout; case 26-1168 (SP)] The Planning and Zoning Board/Special Magistrate recommends approval for The Villages Development Company, LLC & Buffalo Hide and Cattle Company, LLC for the VOSO Phase 31YZ Master Plan. The application seeks approval for a master plan consisting of residential areas, not to exceed 2,000 dwelling units, and non-residential areas. Work continues on electrical, paving, lighting, and parking lots, with some punch list work remaining. The overall project cost is estimated at $3.6M. [Okahumpka Run] The City Commission approved the motion for the Project Wide Advisory Committee (PWAC) to fund the Okahumpka Run walking path, with the City of Wildwood responsible for long-term maintenance. The project includes infrastructure such as a 6-inch force main (2,690 linear feet) along CR 222, a tot lot, dog park, and pickleball court. A tree variance was approved for the removal of 41 heritage trees. Outstanding comments from the city attorney need resolution. The City of Wildwood has agreed to own and maintain the roads within the subdivision. [315 Lime St.] Pinnacle Church of God Road Closure Request: The church is requesting a temporary road closure of Lime Street from June 22 to June 26, 6 p.m. to 9 p.m., for Vacation Bible School. Staff recommends approval. No residences or businesses will be affected. RecTrac Software Standardization and Acquisition: The City of Wildwood Parks & Recreation Department is requesting approval to procure RecTrac software by Vermont Systems for $11,298 for FY26. This system is chosen for its scalability and long-term value, despite a higher cost of ownership compared to alternatives like CivicRec, RecDesk, and CommunityPass. The system will manage recreation activities, facility rentals, memberships, and more. Staff recommends approval of a solicitation waiver. Park and Recreation Month 2026 Proclamation: The City Commission will proclaim July 2026 as Park and Recreation Month, celebrating the importance of parks and recreation in connecting communities, promoting play, nature, well-being, and belonging. The proclamation highlights the contributions of park and recreation professionals. The amendment allows for the development of an additional 37 dwelling units. Roads within Shanty Creek Villas (Shanty Creek Road, Schoolcraft Road, Cedar River Drive, and Schuss Run Lane) will be conveyed to the City for maintenance. Estimated capital improvement costs are $2,676,773.00. Staff recommends approval. Smoke Shop Distance Criteria Ordinance: Ordinance No. O2026-23 establishes distance separation requirements for smoke shops to regulate their operation near churches, schools, daycare facilities, and city-owned public facilities. Requirements include 2,500 feet between smoke shops, 1,500 feet from public parks or city facilities, and 1,500 feet from churches, schools, or licensed daycare centers. Existing smoke shops will be designated as nonconforming uses. Staff recommends approval. [Approximately 0.34 miles east of N US 301, approximately 0.17 miles south of E C 462, and approximately 283 feet west of CR 217, Section 32, Township 18 South, Range 23 East.; case 26-1364 (AN)] Rainey Construction Land Company, LLC Voluntary Annexation: Rainey Construction Land Company, LLC is seeking voluntary annexation for parcel D32-161, a 5-acre property located approximately 0.34 miles east of N US 301 and 0.17 miles south of E C 462. The property is contiguous to the City limits and within the City’s Joint Planning Area. City water and sewer are available. The applicant plans to apply for Industrial land use and zoning. Staff recommends approval. [South side of E C 470, approximately 560 feet east of the McNeill Drive and E C 470 roundabout, addressed as 8761 E C-470, Sumterville, FL 33585.; case 26-0559 (SSCP)] Myles Enterprises LLC Small-Scale Comprehensive Plan Amendment: Myles Enterprises LLC is seeking approval for a Small-Scale Comprehensive Plan Amendment to change the Future Land Use Map designation from Agriculture (Sumter County) to Rural Residential (City) for parcels K13-042 & K13-012, totaling 9.77 acres. This is accompanied by a rezoning request (26-0561). The proposed amendment is consistent with the 2050 Comprehensive Plan and aims to accommodate existing structures and allow for lot splitting. The Special Magistrate recommends approval. [8761 E C-470, Sumterville, FL 33585; case 26-0561 (RZ)] Myles Enterprises LLC is seeking a Zoning Map Amendment to change the zoning district from RR5 (County) to RR (City) for 9.77 acres. [Southeast corner of CR 106 and NE 42nd Blvd; case 26-2107 (AN)] 40 Magnolia Development is undergoing voluntary annexation for 3.40 acres. The property is located approximately 0.22 miles east of N US 301, at the southeast corner of CR 106 and NE 42nd Blvd's intersection. The proposed development will be a business park consisting of offices/warehouses. Staff recommends approval. [Approximately 216 feet east of the Warm Springs Ave. and Bigham Trl. Intersection, south along Warm Springs Ave.; case 26-2159 (AN)] Silver Oaks at Warm Springs is undergoing voluntary annexation for 3.08 acres. The property is located approximately 216 feet east of the Warm Springs Ave. and Bigham Trl. Intersection, south along Warm Springs Ave. The proposed development will consist of 34,400 SF of medical offices. Staff recommends approval. [case Millennium Park Phase 1 & 2 Project Payment Application No. 16] Payment Application No. 16 for the Millennium Park Phase 1 & 2 Project in the amount of $449,389.03 has been submitted by Kingdom Construction for work performed through May 25, 2026. Work included site improvements, athletic facilities, utility infrastructure, concrete work, electrical improvements, and basketball court foundation construction. The project is approximately 69% complete. CPH, the City’s consulting engineer, recommends approval.
