[8761 E C-470, Sumterville, FL 33585; case 26-5061 (RZ)] Myles Enterprises LLC is seeking a zoning map amendment to change the zoning district from RR5 (County) to RR (City) for 9.77 acres. This is part of a voluntary annexation and comprehensive plan amendment. No additional development is proposed at this time, but a lot split is planned for the future. The proposed zoning is consistent with the surrounding residential land use and the comprehensive plan. Utilities are not currently available. Traffic impact is minimal, with an exemption from a Traffic Impact Analysis granted by Sumter County Public Works. Staff recommends approval. [Approximately 0.38 miles west of the N US 301 and CR 222 intersection, south along CR 222; case 25-3061 (PLAT)] Northern Pines Subdivision Improvement Plat seeks a favorable recommendation for an improvement plan consisting of 117 single-family lots and associated infrastructure, including a 6-inch force main approximately 2,690 linear feet along the north side of CR 222, on 24 acres. The subdivision will include a tot lot, dog park, and pickleball court. A variance to remove 41 heritage trees was previously approved. The Project Review Committee recommends approval contingent on resolution of outstanding comments from the city attorney and utility department regarding performance surety for off-site infrastructure and ARV on the main. The City has agreed to own and maintain roads within the subdivision. [Approximately 5 miles west of Florida's Turnpike and approximately 4.21 miles east of SR 471, off the Bexley Trl and Landstone Blvd roundabout; case 26-1168 (SP)] VOSO Phase 31YZ Master Plan seeks a favorable recommendation for a master plan consisting of residential areas, not to exceed 2,000 dwelling units, and non-residential areas on 641.30 acres. The Project Review Committee recommends approval. The plan is consistent with The Villages of Southern Oaks Chapter 163 Agreement, Land Development Regulations, and the 2050 Comprehensive Plan. [case 25-4176 (SP)] Total Pet Care sought approval for the conversion of existing structures to accommodate a pet training facility. A technical waiver was approved by the Project Review Committee to waive northern, southern, and eastern landscape buffer requirements in lieu of a vinyl fence. The Project Review Committee recommended approval. The site plan was to go to the City Commission for final determination. [not stated (property is approximately 24 acres); case 26-1572 (V)] Northern Pines Subdivision Heritage Tree Removal Variance sought a variance to remove 41 heritage trees as part of the Northern Pines Subdivision development on approximately 24 acres. Mitigation was performed per LDR 6.10, with some trees qualifying for infrastructure credits. Public comment included opposition from the Casteel family and Mark and Susan Crenshaw citing ecological, preservation, historic, flooding, and environmental concerns. The applicant's representative addressed concerns regarding wetlands and mitigation. Special Magistrate Holt granted the variance based on justification supported by arborists and engineered tree plans. [case 26-1664 (V)] Summerfield Cottages Heritage Trees Removal Variance sought to remove a 56-inch live oak tree and a 52-inch live oak tree that were in conflict with clear site zones. Staff recommended approval, noting the applicant preserved 17 other heritage trees and acknowledged a potential monetary mitigation fee. Special Magistrate Holt granted the variance, subject to city mitigation procedures.
