The Neighborhoods, Community Services, Public Health and Safety Committee of the City of Jacksonville met to discuss upcoming projects and proposals. Several local business opportunities were identified. These include potential work on roof repairs, a new community garden, a public safety building, improvements to the historic Stanton School, and park upgrades at Ed Austin and William F. Sheffield Regional Parks. Additionally, a roadway extension to Normandy Boulevard and the Emerald Trail project are under review, which could involve various construction and engineering services.

- CM Amaro offered an amendment. Ms. Schell explained that the amendment would change the geographic boundary for the Renew Arlington Advisory Board member qualifications for Categories 2 and 5 to be within Council District 1. The motion was seconded.

- CM Boylan pointed out that the model was very similar to Hogpen Creek and Deep Bottom Creek and suggested it could be useful for other CMs to follow for issues in their districts.

- CM Freeman explained that his bill was born out of CM Arias’s workforce initiative bill, which did not include local unions. He offered an amendment to address some issues raised by the Council Auditor, which Mr. Peterson explained. The Auditor’s recommended amendment was moved and seconded. It was approved unanimously. The bill was moved and seconded as amended.

- CM Salem asked Mr. Peterson to verify that the General Fund Operating Reserves dollars being appropriated by this bill had been previously allocated and then fell into the Reserves. Mr. Peterson confirmed that the dollars had been appropriated in 2024 and that the contract allowed them to be carried over to September 2025, at which point they were returned to Reserves. CM Salem asked CM Johnson what changes had occurred to make him hopeful that the project would proceed. CM Johnson said that Judge James Ruth was now the Chair of the board responsible for overseeing the project and had explained the plan.
