[case Ordinance No. 2026-23] Ordinance No. 2026-23, Modifications to Affordable Housing Development, was approved by City Council. This ordinance amends City Code, Appendix B, Article V, Section 4, concerning the definition of affordable housing and its application to Live Local Act projects as defined in Florida Statutes. The Planning & Zoning Board recommended approval on April 16, 2026, and the first reading was on May 12, 2026. No comments were made during the public hearing. [case Project No. 68124] A contract for Professional Engineering Services for Pavement Management (Project No. 68124) was approved by City Council for Michael Baker International, Inc., Jacksonville, FL, at a cost of $364,423.26. The services include a full pavement assessment and management plan, roadway inventory, condition assessment, and prioritization for resurfacing and maintenance. Optional tasks like LiDAR data collection for sidewalks, inlets, curb ramps, valves, and manholes were discussed, but the city will not utilize the LiDAR extraction for valves and manholes. Council Members David Neuman, Mark LaRusso, and Mayor Alfrey voted nay. [case Project No. 34522, Project No. 10525] The Consent Agenda was approved unanimously by City Council. Items included: a) Purchase of Panasonic Toughbooks for the Police Department from Law and Order Technology LLC, Boynton Beach, FL, for $180,038.39. b) Authorization to negotiate a software purchase and license agreement for public works and utility asset management software with Trimble, Inc., Westminster, CO (Project No. 34522). c) Purchase of a replacement chiller system for Melbourne City Hall (Project No. 10525) from Air Mechanical & Service Corp., Casselberry, FL, estimated at $298,622. d) Continuing Contract for Professional Engineering Services for Facilities Condition Assessment and Master Plan with Kimley Horn & Associates, Inc., Vero Beach, FL. e) Renewal of Professional Services Contract for Stormwater Conveyance Inventory and Evaluation with RES Florida Consulting, LLC (formerly E Sciences, Inc.), Orlando, FL. [case Resolution No. 4417] Resolution No. 4417, appropriating $350,000 in opioid settlement funds for expenditure to Recovery Connections, was approved unanimously. Additionally, a contract award for the use of these funds for peer recovery support services was approved for Recovery Connections of Central Florida, Inc., Lake Mary, FL, totaling $350,000. Recovery Connections is the only Recovery Community Organization (RCO) serving Brevard County and will provide services including peer support, transportation, and transitional housing assistance to Melbourne residents. The contract term mirrors a renewed Seminole County agreement through September 30, 2026. [case Ordinance No. 2026-24] Ordinance No. 2026-24, Certificate of Engineering Construction Completion, was approved by City Council on first reading. This ordinance amends City Code Chapter 50, Article III; Appendix B, Article IX; and Appendix D, Chapters 3, 8, 9, and 10, to reference 'Certificate of Engineering Construction Completion' instead of 'certificate of completion' in non-building related sections. This clarifies that the certificate pertains to site improvements and engineering requirements, not building completion. The Planning and Zoning Board recommended approval on May 7, 2026. No comments were made during the public hearing. Council Member Rachael Bassett was not present for the vote. [2100 Melbourne Court; case Resolution No. 4418] Resolution No. 4418, approving the First Amendment to the Master Redevelopment Agreement for View Apartments (2100 Melbourne Court), was approved by City Council and the Melbourne Downtown Community Redevelopment Agency. The amendment extends deadlines for the 'Commencement Date', 'Completion Date', and 'Construction Period' by two years due to current economic conditions delaying construction. It also advances the conveyance of a 0.44-acre parcel to the city for the Holmes Park Public Plaza Project, transferring density rights for approximately 44 units to the View Apartments project. The original project is a 246-unit luxury apartment complex. The Melbourne Downtown CRA Advisory Committee recommended approval on May 1, 2026. The Holmes Park project is currently in engineering design and is expected to go out to bid for construction early next year. [case Ordinance No. 2026-25] Ordinance No. 2026-25, proposing a referendum item for a charter amendment to Section 8.04, was approved by City Council on first reading. This amendment would authorize City Council to delegate the duties of the Zoning Board of Adjustment to the Planning and Zoning Board. This action does not merge the boards but gives Council the discretion to delegate duties in the future. The Planning and Zoning Board's duties would remain unchanged. Council Members Hanley and LaRusso voted nay. [Sarno Road west of Wickham Road (Boozer site); Jimmy Moore Park (Site #2); Sarno Road east of Wickham Road (Bell site)] Discussion regarding the replacement of Fire Station No. 72 (FS 72) took place, with three potential sites being considered: Site #1 (Boozer site) on Sarno Road west of Wickham Road, Site #2 (Jimmy Moore Park), and Site #3 (Bell site) on Sarno Road east of Wickham Road. Development cost estimates were presented: Site #1: $3,051,500; Site #2: $741,500 (excluding construction cost of $11,950,000); Site #3: $5,320,000+. Public comments were predominantly opposed to locating the fire station at Jimmy Moore Park. Council members ranked their preferred locations, with a majority favoring Site #1 (Boozer site). Discussion on volunteer advisory board member terms resulted in a consensus for staff to seek responses from all volunteer advisory boards regarding changing term lengths to three years. This aims to provide City Council with more frequent opportunities to review and consider reappointments. [2903 S. Harbor City Boulevard] Jomon Lukose, 2903 S. Harbor City Boulevard, provided an update on efforts for the Marathon gas station on U.S. 1 to secure funding for a left-turn lane. He stated that diesel sales have decreased since FDOT roadway improvements were installed. The Space Coast Transportation Planning Organization is exploring funding opportunities.
