[Church Street; case IFB26-0202] The City Council approved an award to Atlantic Civil Constructors Corporation for Church Street Phase I Roadway Improvements, IFB26-0202. The project involves roadway improvements along Church Street. The Community Redevelopment Agency (CRA) also approved the award to Atlantic Civil Corp for the same project. Commissioner Patty Sheehan voted against the CRA approval. [The Milk District (former Hoods Up property)] The City Council approved an agreement with Paper Kites, LLC for the Small Business Façade, Site Improvement and Adaptive Reuse Program. This program aims to transform the former Hoods Up property into a new restaurant led by Good Salt Restaurant Group, owned by Jason and Sue Chin. [Generally North of Corrine Drive, East of Janice Avenue, South of Marble Avenue, and West of E. Winter Park Road; case ANX2025-10004] The City Council approved Ordinance No. 2026-11 on first reading, annexing property generally located north of Corrine Drive, east of Janice Avenue, south of Marble Avenue, and west of E. Winter Park Road, comprising 0.22 acres. This is referred to as the 2901 Corrine Drive Annexation (ANX2025-10004). The ordinance will proceed to second reading and public hearing. Winter Park Road; case GMP2025-10022 & ZON2025-10013] The City Council approved Ordinance No. 2026-12 on first reading, designating the Neighborhood Activity Center Future Land Use and Zoning Designation for property generally located north of Corrine Drive, east of Janice Avenue, south of Marble Avenue, and west of E. Winter Park Road (2901 Corrine Drive). This ordinance will proceed to second reading and public hearing. [Generally between N. Hughey Avenue and Chatham Avenue; case SNC2026-10000] The City Council approved Ordinance No. 2026-13 on first reading, renaming 'Alexander Place' to 'George Stuart Place'. This change affects an area generally located between N. Hughey Avenue and Chatham Avenue, approximately 0.9 acres. The ordinance will proceed to second reading and public hearing. [Fern Grove] The City Council approved Ordinance No. 2026-15 on first reading, which is an amendment to the existing Fern Grove Planned Development (PD). The ordinance will proceed to second reading and public hearing. [Downtown Historic Preservation Overlay District] The City Council approved Ordinance No. 2026-18 on first reading, establishing a temporary moratorium and procedures on the requirements, processing, and consideration of Certificates of Appropriateness prior to the erection, alteration, restoration, or demolition of exempt historic landmarks or structures within the Downtown Historic Preservation Overlay District. A presentation was given by David Barilla and Jason Burton. Public comment was received from 15 individuals, and one request to speak was submitted but not fulfilled. Commissioner Patty Sheehan voted against the approval. [Lift Station No. 19, 20, 21, 22, and 34; case IFB26-0001] The City Council approved the award to Prime Construction Group, Inc. for Lift Station No. 19, 20, 21, 22, and 34, with an estimated amount of $7,887,000.00. This project involves work on multiple lift stations. [case IFB26-0318] The City Council approved the award to Econolite Systems, Inc. and Traffic Control Devices, LLC for the purchase and installation of Vehicle and Bicycle Detection Systems, IFB26-0318, with an estimated annual amount of $2,400,000.00. [case S26-0438] The City Council approved the award to CL2 Solutions, LLC for YSI and Halogen Systems Components, S26-0438, with an estimated annual amount of $227,202.96. [KIA Center; case N26-0420] The City Council approved the award to Stan Weaver, LLC for KIA Center Variable Frequency Drive Replacement, N26-0420, in the estimated amount of $355,985.00. [case N26-0447] The City Council approved the award to SwitchBase, Inc. for Venues Operations and Communications Platform, N26-0447, in the estimated amount of $303,150.00 for the initial three-year term. [case S26-0394] The City Council approved the award to Zoll Medical Corporation for the X-Series Defibrillator Monitor Worry-Free Service Plan, S26-0394, for a three-year term, with an estimated amount of $318,123.66. [Edgewater Drive - Complete Streets Segment-A; case RQS26-0005] The City Council approved a contract with CDM Smith, Inc. for Construction, Engineering, and Inspection Services for the Edgewater Drive - Complete Streets Segment-A Project, RQS26-0005, with a not-to-exceed amount of $640,384.47. [Lake Lawne Canal C-1; case RQS21-0336-1] The City Council approved a service authorization with Baxter & Woodman, Inc. for Continuing Professional Stormwater Engineering Services for the Lake Lawne Canal C-1 Alum Treatment System Project, RQS21-0336-1, in the not-to-exceed amount of $376,664.63. [case RFP24-0097] The City Council approved a service authorization with SELS USA LLC for Design-Build Services for thirteen Solar Tables of Connection Project, RFP24-0097, in the not-to-exceed amount of $513,966.58. [The Milk District; case RFP22-0006-5] The City Council approved Task Order Four with Inspire Placemaking Collective Inc. to Develop a Vision Land Use Plan for the Milk District, RFP22-0006-5, in the estimated amount of $174,960.00. [KIA Center; case C26-0443] The City Council authorized the Chief Procurement Officer to utilize the BuyBoard Contract with Covermaster for the purchase and installation of an Ice Floor Decking Cover System at the KIA Center, with an estimated amount of $420,327.58. [case C26-0441] The City Council authorized the Chief Procurement Officer to utilize the Chatham County Contract with EOM Public Works, LLC for Wastewater System Repairs, with an estimated annual amount of $1,500,000.00. [case C26-0427] The City Council authorized the Chief Procurement Officer to utilize the Florida Sheriffs Association Contract # FSA25-VEH23.0 with Nextran Truck Centers for one Mack Granite Dump Truck, in the estimated amount of $128,396.25. [case C26-0446] The City Council authorized the Chief Procurement Officer to utilize the National Purchasing Partners (NPPGov) Contract with Holmatro, Inc. for Extrication Tools, with an estimated amount for the initial contract term of $220,000.00. [case C26-0414] The City Council authorized the Chief Procurement Officer to utilize the National Purchasing Partners (NPPGov) Contract with Municipal Equipment Company, LLC for Bunker Gear and Boots, with an estimated annual amount of $3,700,000.00. [1111 N. Orange Avenue] The City Council approved the Declaration of Restrictive Covenant at 1111 N. Orange Avenue. [707 E. Colonial Drive] The City Council approved the Not-for-Profit Impact Fee Assistance Program Agreement between AIDS Healthcare Foundation, Inc. and the City of Orlando for 707 E. Colonial Drive. The City Council approved the Small Business Facade Review Committee Recommendation and Funding Agreement between the City of Orlando and Paper Kites, LLC. The City Council approved Ordinance No. 2026-8 on second reading, amending Chapter 28, Solid Waste Collection and Disposal, to revise collection and disposal fees and rates for residential and commercial premises. Public comment was provided by Lawanna Gelzer. The City Council adopted Ordinance No. 2026-9 on second reading, amending the Orlando Traffic and Parking Code to revise the hours and days of operation for parking and to amend fines and fees for enforcement. The City Council approved the Central Florida Expressway Cost Share Agreement. [Parks and Outdoor Public Assemblies] The City Council approved Special Event Permits for Parks and Outdoor Public Assemblies. [Indian River Plant] The City Council approved the Indemnity for Orlando Utilities Commission (OUC) Indian River Submerged Lands Lease Renewal and the Trustee’s Sovereignty Submerged Lands Lease Renewal. The City Council approved Items CA-B, NB-C and NB-D from the May 20, 2026 Greater Orlando Aviation Authority Meeting and authorized the Mayor and City Clerk to execute any related documents.
