[840 West 11th Street (City Commission Meeting location); 421 Oak Ave (Project Hometown Revitalization); East of John Pitts Road and North of Old Majette Tower Road (Panama City North Community Development District); Grace Avenue (Ordinance 3303.1 and 3303.2); Magnolia Avenue (Ordinance 3304); case PC26-024 (Project Hometown Revitalization); Ordinance No. 3305 (Panama City North Community Development District); Ordinance 3303.1 (Grace Avenue Land Use); Ordinance 3303.2 (Grace Avenue Zoning); Ordinance 3304 (Magnolia Avenue Zoning)] The City Commission is considering multiple items relevant to contractors and trades. Key decisions include awarding a bid for Project Hometown Revitalization at 421 Oak Ave for landscaping and grounds work to Royal American Construction Company, Inc. for $82,770.00. Additionally, change orders totaling $940,652.41 for Community Development Block Grant Disaster Recovery Area O-11 Infrastructure Improvements to Gulf Coast Utility Contractors (GCUC) are up for approval. The commission is also holding public hearings on ordinances related to land use and zoning changes for properties on Grace Avenue and Magnolia Avenue, and the establishment of the Panama City North Community Development District. A significant infrastructure project is proposed for the Panama City North Community Development District, encompassing 1,184.44 acres, with estimated infrastructure costs of $120,922,500 for roads, water, sewer, stormwater, and parks. This district is being established to fund these improvements through non-ad valorem assessments. [Sections 5, 6, 7 and 8, Township 3 South, Range 12 West, Bay County, Florida] The Panama City North Community Development District (CDD) is proposed to be established to serve approximately 1,184.44 acres in Panama City, Florida. The development plan includes approximately 1,800 residential units, to be constructed in multiple phases over an estimated two-year period from 2026 through 2028. The CDD will be responsible for planning, financing, constructing, operating, and maintaining community-wide infrastructure and services, including stormwater management systems, water and wastewater systems, roadway improvements, underground electrical conduit, hardscape, landscape, irrigation, amenities, parks, recreation, conservation, and mitigation areas. The estimated total development cost for these facilities is $120,922,500. The CDD will finance these improvements through the issuance of tax-exempt bonds and potentially conventional bank financing, with debt repaid through non-ad valorem assessments levied on properties within the District. There are currently no residents within the proposed District boundaries. The Petitioner is SE Land Dev, LLC. [Grace Avenue; case CPC-PLN-2026-1006 (for Grace Avenue property)] This document contains testimony and information related to the establishment of the Panama City North Community Development District (CDD) and a separate land use amendment for a property on Grace Avenue. The CDD is proposed for approximately 1,184.44 acres and will provide infrastructure including stormwater management, water and wastewater systems, roadway improvements, underground electrical conduit, hardscaping, landscaping, irrigation, amenities, parks, recreation, and conservation/mitigation areas. The CDD is presented as the best alternative for financing and managing these improvements due to its ability to access tax-exempt public capital markets, its perpetual government status, and its requirement to operate under public transparency laws. The land use amendment involves a property on Grace Avenue (Parcel ID 14327-000-000), approximately 0.482 acres, changing from Mixed Use to General Commercial use and rezoning to General Commercial-2. The Planning Board recommended approval with conditions regarding the effect of commercial uses on the neighborhood. Public hearings for the amendment were scheduled for June 9 and June 23, 2026. [Grace Avenue; case Ordinance No. 3303.2] Rezoning of approximately 0.482 acres at Grace Avenue (Parcel ID 14327-000-000) from Mixed Use and Mixed Use-2 to General Commercial-2 (GC-2). The applicant, Burke BDJS Properties, LLC, seeks to align the parcel's land use with adjacent properties under the same ownership. The Planning Board recommended approval, and the City Commission is holding public hearings. The property is located on Grace Avenue, with frontage on Harrison Avenue, and is subject to GC-2 bulk regulations and Gateway Overlay District design standards. The rezoning was approved by the City Commission on June 23, 2026. [Magnolia Avenue; case CPC-PLN-2026-0965, Ordinance No. 3304] Rezoning of approximately 0.707 acres at Magnolia Avenue (Parcel ID 18067-000-000) from Neighborhood Residential (NR) to Neighborhood General (NG). The applicant, Matthew Chapman with Panhandle Engineering, Inc. representing the School Board of Bay County, seeks to create a consistent zoning pattern for the Chautaugua Learn and Serve Charter Academy's campus. The Planning Board recommended approval, and the City Commission is holding public hearings. The property is located within the Downtown North CRA District and is subject to NG district bulk regulations and design standards. The rezoning was approved by the City Commission on June 23, 2026. [421 Oak Ave; case PC26-024] The City of Panama City is considering awarding a bid for the Project Hometown Revitalization – 421 Oak Ave Landscape and Grounds to Royal American Construction Company, Inc. for $82,770.00. This project involves landscape improvements to the outside area of the property at 421 Oak Avenue. The bid was advertised on April 14, 2026, and received on May 13, 2026. Royal American Construction Company, Inc. was the only responsive bidder. The City Manager may be authorized to execute Change Orders up to $7,000, bringing the total project amount to $89,770.00. [Intersection of Oak Ave and 4th Street] The City of Panama City is considering approving Change Orders 12, 13, 14, and 15 for the CDBG-DR Area O-11 Infrastructure Improvements project to Gulf Coast Utility Contractors (GCUC) in the amount of $940,652.41. These change orders are necessary due to unforeseen conditions, specifically extensive deposits of muck and unsuitable organic materials discovered at the intersection of Oak Ave and 4th Street, which were not identified in original geotechnical surveys. These conditions require increased excavation, removal, and replacement of fill, as well as additional construction materials. The Public Works Department recommends approval to ensure compliance with engineering specifications, environmental requirements, and public safety standards. [Area AO, downtown Panama City; case M0168] The City of Panama City is considering approving Budget Amendment Resolution No. 20260609.3 and M0168 Amendment No. 2, increasing funding by $3,500,000.00 to the existing subrecipient agreement with Florida Commerce for the Community Development Block Grant – Disaster Recovery (CDBG-DR) Area AO Infrastructure Improvements. The original agreement, approved October 25, 2022, was for repairing/replacing water, sewer, and stormwater lines in the downtown area. This increase will expand the repair area to include 2,300 LF of water lines, 2,400 LF of sewer lines, 2,600 LF of stormwater lines, and paving of W Beach Drive from 6th Street to 4th Street and Mulberry Ave from 6th Street to W Beach Drive. The total CDBG-DR funding for this agreement is now $21,738,605.50. [Downtown Marina] The City of Panama City is considering approving payment of $98,163.00 to City Marina Partners (CMP) for design and permitting of basins at the Downtown Marina, pursuant to an Interim Agreement. The City Commission selected CMP on May 14, 2024, for a turnkey operation for the redevelopment of the Downtown Marina. An Interim Agreement was approved on June 18, 2024, where CMP would reconstruct fuel docks at City cost and provide wet-slip design and permitting services at CMP's cost, to be reimbursed only if a long-term lease was not reached. The Commission terminated the Interim Agreement on December 16, 2025. CMP submitted its invoice for reimbursement on January 12, 2026. The City Attorney recommends approval, stating the invoice is not legally deficient and the costs are reasonable and incurred in good faith. Budget Resolution No. 20260609.5 is proposed to amend the Fiscal Year 2025-2026 budget to utilize Marina Reserves for this payment. [501 Harrison Avenue, Panama City, FL 32401; case Resolution No. 20260609.4] The City of Panama City is seeking approval for a budget amendment to accept and expend $8,645.00 in grant funds from the 2025 Patrick Leahy Bulletproof Vest Partnership. An additional $8,645.00 in matching funds will be transferred from the General Fund to the Grant Fund. These funds will be used to purchase ballistic vests for the Panama City Police Department, replacing vests with a five-year service life. The total project cost is $17,290.00. The City Commission is expected to approve this budget amendment.
