[65 Lewis Boulevard; case Ordinance 2026-15] Ordinance 2026-15 rezoned approximately 1.23 acres at 65 Lewis Boulevard from Abandoned PUD to Residential General Office (RGO). The Planning and Zoning Board made a positive recommendation. The motion to pass the ordinance on first reading and move to second reading was approved unanimously. [69 Lewis Boulevard; case Ordinance 2026-16] Ordinance 2026-16 rezoned approximately 9.07 total acres at 69 Lewis Boulevard. Approximately 0.77 upland acres were rezoned from Abandoned PUD to Residential General Office (RGO), and approximately 8.30 waterward acres were rezoned from Abandoned PUD to Open Land (OL). The motion to pass the ordinance on first reading and move to second reading was approved unanimously. [18 and 20 Spring Street; case Ordinance 2026-17] Ordinance 2026-17 amended the Future Land Use Designation of approximately 0.51 acres at 18 and 20 Spring Street from Residential Low Density to Residential Medium Density. The Planning and Zoning Board reviewed the request. The applicant, Habitat for Humanity, plans to renovate the existing building for office space. The motion to pass the ordinance on first reading and move to second reading was approved unanimously. [18 and 20 Spring Street; case Ordinance 2026-18] Ordinance 2026-18 rezoned approximately 0.51 acres at 18 and 20 Spring Street from Residential Single Family-Two (RS-2) to Residential General-One (RG-1), implementing a Use by Exception Development Order. This item was reviewed with item 9.A.3. The motion to pass the ordinance on first reading and move to second reading was approved unanimously. [Adjacent to public bathroom at Casa de Hildago] The City Commission authorized the City Manager to extend the lease for Ted Hill (Manly Toys and Hobbies) to September 2027. This decision was made in anticipation of potential approval of a budget for public bathroom expansion adjacent to Mr. Hill's current location. Public comment indicated Mr. Hill was notified his lease would not be renewed and that bathrooms downtown are essential. There was discussion about the public good versus revenue and the need for additional bathrooms for events and the homeless drop-in center. The extension would allow Mr. Hill time to find another location if the bathroom project is approved. The motion was approved unanimously.
