20260507 Regular BCC Meeting Minutes

The Board adopted the agenda as prepared. Commissioners provided comments on various districts and the County Administrator also provided comments. The Board adopted proclamations for Employee of the Month, National Nurses Week, Asian American and Pacific Islander Month, Rosamond Johnson Beach Day, Medical Mission at Home Day, National Travel and Tourism Week, Cox Communications Inspirational Student Heroes, Naval Air Station Pensacola, and Keyla Richardson on American Idol. The motion was made by Commissioner May and seconded by Commissioner Barry. The disposition was carried unanimously. [case SSA-2026-04, Z-2026-07, SSA-2026-05, Z-2026-08, SSA-2026-06, Z-2026-09, Z-2026-06, Z-2026-10, Z-2026-11] The Board waived the reading of legal advertisements and accepted affidavits of publication for public hearings. Ten public hearings were on the agenda, including adoption of ordinances related to economic development tax exemptions, future land use map amendments, and official zoning map amendments. Two public hearings were canceled. [case 2026-15] The Board adopted an Ordinance (Number 2026-15) to establish an Economic Development Ad Valorem Tax Exemption (EDATE) for the West Fraser, Inc. expansion. The motion was moved by Commissioner Barry, seconded by Commissioner Kohler, and carried 4-0 with Commissioner May temporarily out of Board Chambers. Speakers were Chris Platé and Chris Barrett. The Board accepted for filing the Tourist Development Tax (TDT) Collections Data for February 2026, showing a 3.1% increase compared to March 2025. Year-to-date collections for FY2026 showed a 2.3% increase compared to FY2025. The motion was moved by Commissioner Barry, seconded by Commissioner Stroberger, and carried unanimously. The Board accepted for filing the Investment Portfolio Summary Report for the month ended March 31, 2026. The portfolio market value was $584,363,592, with a short-term portfolio yield of 3.80% and a long-term CORE portfolio yield of 4.03%. The motion was moved by Commissioner Barry, seconded by Commissioner Stroberger, and carried unanimously. The Board accepted for filing the Report of the Gary Sansing Public Forum held March 26, 2026. Approved the Minutes of the Regular BCC Meeting held March 26, 2026. Accepted for filing the Reports of the Committee of the Whole Workshop and the Gary Sansing Public Forum held April 1, 2026. Approved the Minutes of the Regular BCC Meeting held April 1, 2026. The applicant is seeking a vested rights determination to allow for operation of a tattoo establishment (LDC Section 2-6.7). The motion was moved by Commissioner Barry, seconded by Commissioner Kohler, and carried unanimously. The Board accepted for filing the Community Redevelopment Agency's (CRA) Meeting Minutes of April 1, 2026. The Board approved a Memorandum of Understanding (MOU) and Infrastructure Funding Agreement between Workforce Escarosa, Inc. (dba CareerSource Escarosa) and the School District of Santa Rosa County, effective July 1, 2026, through June 30, 2029. The Board approved the appointment of Mr. Chase Horne to the CareerSource Escarosa Board of Directors as a Labor Representative for an indefinite term commencing May 7, 2026. The Board approved an Interlocal Agreement between Escambia County, Santa Rosa County, and Workforce Escarosa, dba CareerSource Escarosa, effective immediately upon execution with an expiration date of June 30, 2030. [217 Northwest Syrcle Dr] The Board ratified the action of approving a Subordination of Lien Agreement pertaining to a Residential Rehab Grant Program Lien. The agreement reduces the County's lien priority to enable homeowner repairs. The motion was moved by Commissioner Barry, seconded by Commissioner Kohler, and carried unanimously. [1200 Parasol Place] The Board approved a Conservation Easement over real property at 1200 Parasol Place, granted by Joseph W. Mirabile, as trustee for the Mirabile Children 2012 Trust Agreement, to Escambia County, Florida. The motion was moved by Commissioner Barry, seconded by Commissioner Kohler, and carried unanimously. [16763 Perdido Key Drive] The Board approved a Conservation Easement over real property at 16763 Perdido Key Drive, granted by Elliot B. Maisel Investment Holdings, LLC to Escambia County, Florida. [16765 Perdido Key Drive] The Board approved a Conservation Easement over real property at 16765 Perdido Key Drive, granted by Kathy M. Bronstein Irrevocable Trustee, to Escambia County, Florida. [425 Gulfview Lane] The Board approved a Conservation Easement over real property at 425 Gulfview Lane, granted by Desianna Properties, to Escambia County, Florida. [case R191902, R240303] The Board acknowledged and amended a previous approval action from April 4, 2024, for the OMNIA Contract number used for the eCivis Grant Management software. The previous contract #R191902 expired and was replaced by OMNIA Contract #R240303. The effective date of the new contract is January 1, 2025, and is valid through December 31, 2027, with possible extensions through December 31, 2029. The motion was moved by Commissioner Barry, seconded by Commissioner Kohler, and carried unanimously. The Board authorized the scheduling of a Public Hearing for May 21, 2026, at 9:02 a.m., to receive public comments concerning the Fiscal Year 2026 proposed Grant Application by the Mass Transit Department for Mass Transit Projects for Florida Department of Transportation (FDOT) Section 5310 Funds for Capital Expenses. The motion was moved by Commissioner Barry, seconded by Commissioner Kohler, and carried unanimously. The Board ratified the County Administrator's signature on a Memorandum of Agreement (MOA) between the School Board of Escambia County and Escambia County for Student Clinical Training for Emergency Medical Services (EMS). The MOA enables students in EMT and Paramedic programs to receive clinical experience under Escambia County EMS from March 17, 2026, through March 17, 2027, with four successive one-year renewals. The motion was moved by Commissioner Barry, seconded by Commissioner Kohler, and carried unanimously. The Board approved the use of an updated Form of Agreement for Reimbursement of Paramedic Training Program Expenses, providing George Stone Technical College as an option for the program. The Board confirmed the election of Commissioner Ashlee M. Hofberger as Chairperson of the Value Adjustment Board (VAB) for the 2026 Tax Year. The Board approved the Request for Disposition of Property Form from the Mass Transit Department for vehicles that have exceeded their useful life or are no longer operable. The Board approved and authorized the Chair to sign an Agreement between West Florida Public Libraries (WFPL) and Panhandle Library Access Network (PLAN) for participation in the PLAN consortium and access to digital material services. The Board approved the Request for Disposition of Property Forms by the Public Works Department for equipment to be disposed of properly. [near proposed Brownsville Incubator Site] The Board authorized staff to start the due diligence process for the acquisition of properties identified as potential locations for a community park and additional space near the proposed Brownsville Incubator Site. This includes title search, appraisals, inspections, information collection, and environmental assessments. The motion was moved by Commissioner Barry, seconded by Commissioner Kohler, and carried unanimously. [6020 Enterprise Drive] The Board authorized staff to proceed with due diligence regarding real property located at 6020 Enterprise Drive for the Supervisor of Elections Office. This includes title search, appraisals, inspections, and environmental assessments. The Board waived the requirement for a second appraisal and will obtain an appraisal review. The County Administrator is authorized to send a Letter of Intent. The motion was moved by Commissioner Barry, seconded by Commissioner Kohler, and carried unanimously. The Board approved the reappointment of Catherine White and Matthew Infinger to the Opioid Abatement Funding Advisory Board for two-year terms effective May 31, 2026, through May 30, 2028. Only Mr. Infinger expressed interest in being reappointed. The motion was moved by Commissioner Barry, seconded by Commissioner Kohler, and carried unanimously. The Board authorized a Public Hearing for May 21, 2026, at 9:03 a.m., to receive public comments concerning the Fiscal Year 2026 proposed Grant Application by the Mass Transit Department for Mass Transit Projects for Florida Department of Transportation (FDOT) Section 5311 Capital and Operating Expenses. The motion was moved by Commissioner Barry, seconded by Commissioner Kohler, and carried unanimously. The Board approved and authorized the Chair to sign the FTA Fiscal Year 2026, Certifications and Assurances for the Federal Transit Administration Assistance Programs. Approved and ratified the Deputy County Attorney's signature on the Affirmation of the Applicants' Attorney declaration. [Pearl Avenue at the southern end of the Midtown Commerce Park] The Board authorized staff to start the initial process of establishing the new Fire Services Training Facility on Pearl Avenue at the southern end of the Midtown Commerce Park. This includes site preparation activities such as clearing and grubbing, general housekeeping, and other ancillary tasks. The motion was moved by Commissioner Barry, seconded by Commissioner Kohler, and carried unanimously. [318 Sunset Avenue] The Board ratified the cancellation of a Residential Rehab Grant Program Lien for Jennifer L. Strickland, located at 318 Sunset Avenue, as the grant recipient met their two years of compliance. The motion was moved by Commissioner Kohler, seconded by Commissioner Stroberger, and carried unanimously. [417 Hancock Lane, 4420 Chantilly Way, 201 South Merrit Street, 2980 Blue Star Avenue] The Board ratified the approval of four Residential Improvement Grant Program Funding and Lien Agreements between Escambia County CRA and property owners. The agreements are for Mary H. Gulley (417 Hancock Lane), Kanika Caron Kennedy (4420 Chantilly Way), Loc Duong and Rachel Bismark (201 South Merrit Street), and William D. Rabon and Margaret M. Rabon (2980 Blue Star Avenue). The motion was moved by Commissioner Kohler, seconded by Commissioner Stroberger, and carried unanimously. [Town of Century] The Board approved a Miscellaneous Appropriations Agreement between Escambia County and Pensacola State College (PSC) for the PSC Kids' College youth program in the Town of Century. Authorized the Chair to sign the agreement and a purchase order for $15,000. The motion was moved by Commissioner Kohler, seconded by Commissioner Stroberger, and carried unanimously. [Ferry Pass Community Center in the Atwood CRA; case C24-3978-AP] The Board authorized the use of Contract #C24-3978-AP between Okaloosa County, Florida, and Security Engineering, Inc. for the purchase and installation of security cameras at the Ferry Pass Community Center in the Atwood CRA for $99,717.24. The motion was moved by Commissioner Kohler, seconded by Commissioner Stroberger, and carried unanimously. [8110 Imperial Court; case PD 25-26.055] The Board approved a SHIP Demo and Reconstruction Agreement between Escambia County, Florida, Design Home Builders, Inc., and Jermaine Lee for the State Housing Initiatives Partnership (SHIP) Rehabilitation at 8110 Imperial Court, in the amount of $67,160. Authorized the County Administrator to issue and sign a Purchase Order to Design Home Builders, Inc. for the same amount. This project is located in District 2. The motion was moved by Commissioner Kohler, seconded by Commissioner Stroberger, and carried unanimously. [case R2026-42, SBA-26049] The Board adopted and approved a Resolution [R2026-42] approving Supplemental Budget Amendment #SBA-26049 in the amount of $540,884 to allocate funds from Children's Trust Funds for youth development programs and summer youth intern employment programs. The motion was moved by Commissioner Kohler, seconded by Commissioner Stroberger, and carried unanimously. [Bayou Chico; case FWC Agreement #25291, R2026-43, SBA-26047] The Board approved and ratified the Chair's signature on a Recipient/Subrecipient Agreement between the State of Florida, Florida Fish and Wildlife Commission (FWC) and Escambia County for the removal of the derelict vessel 'Home Free' in Bayou Chico, funded by the FWC with up to $6,535. Adopted and authorized the Chair to sign Resolution [R2026-43] approving Supplemental Budget Amendment #SBA-26047 for $6,535 to recognize proceeds from the FWC and appropriate funds for the removal. The derelict vessel is located in Commission District 2. The motion was moved by Commissioner Kohler, seconded by Commissioner Stroberger, and carried unanimously. [case PD 24-25.070] The Board approved the award of a new contract to XL Property Maintenance, LLC for demolition or lot clearing services for the Department of Natural Resources Management, Environmental Enforcement Division. Authorized the County Administrator to sign the Agreement and authorized the Department of Natural Resources Management, in conjunction with the Office of Purchasing, to issue Purchase Orders. Amended the Board's Action of October 16, 2025, to approve the authorization of Cumulative Total expenditures over $50,000 in Fiscal Year 2025-2026 for these services. The motion was moved by Commissioner Kohler, seconded by Commissioner Stroberger, and carried unanimously. [Pensacola Bay Center] The Board approved the second of two possible one-year extensions available under the current Pensacola Bay Center Ice Hockey License Agreement between Escambia County, SMG, and Pensacola Ice, LLC. The extension is for one year with no changes to the terms of the current agreement. The motion was moved by Commissioner Kohler, seconded by Commissioner Stroberger, and carried unanimously. The Board approved an Amendment to the Fiscal Year 2025-2026 Visit Pensacola, Inc. (VP) Miscellaneous Appropriations Agreement, allocating an additional $250,000 from the Tourist Promotion Fund. Approved and authorized the Chair to sign the Amendment, increasing the allocation by $250,000. Approved an additional advance payment to Visit Pensacola of $500,000 and approved the execution of a Change Order for $250,000 to the existing VP's Purchase Order. The motion was moved by Commissioner Kohler, seconded by Commissioner Stroberger, and carried unanimously. [Santa Rosa Island; case SBA-26046, R2026-44] The Board approved Supplemental Budget Amendment #SBA-26046 and the use of Tourist Development Tax (TDT) funds for beach renourishment on Santa Rosa Island. Approved and authorized the Chair to sign an Interlocal Agreement between the Santa Rosa Island Authority (SRIA) and Escambia County for additional project funding of $7.2 Million. Adopted and authorized the Chair to sign Resolution [R2026-44] approving Supplemental Budget Amendment #SBA-26046 for $4,200,000 to recognize future TDT revenues pledged toward beach renourishment. The motion was moved by Commissioner Kohler, seconded by Commissioner Stroberger, and carried unanimously. [Santa Rosa County, Florida] The Board approved and authorized the County Administrator to issue and sign a Change Order to Purchase Order #260930 in the amount of $241,355 to District One Medical Examiner, Inc. for the 2025-2026 County Capital Contribution amount of $467,500 for the design and construction of a Regional Medical Examiner Facility in Santa Rosa County, Florida. The Escambia County contribution is $4,675,000. The motion was moved by Commissioner Kohler, seconded by Commissioner Stroberger, and carried unanimously. [case 260666, 704-23] The Board approved and authorized the County Administrator to issue and sign Change Order #1 to Purchase Order #260666 to Bound Tree Medical, LLC, in the amount of $234,000, on cooperative contract Buy Board #704-23, to support higher volumes of high-acuity patient care calls and the addition of new protocol-driven interventions requiring increases in medical supplies. The motion was moved by Commissioner Kohler, seconded by Commissioner Stroberger, and carried unanimously. [case 260014, 42000000-23-ACS MMS 2200734] The Board approved and authorized the County Administrator to issue and sign Change Order #2 to Purchase Order #260014 in the amount of $200,000 to Henry Schein, Inc., on cooperative contract State of FL DMS Contract No 42000000-23-ACS MMS 2200734, for increased medical supplies.
