Board of County Commissioners · 2026-09-01 · ordinance
Ordinance amending Miami-Dade County Code sections 31-83 and 31-304 to revise temporary and permanent removal conditions for chauffeurs from the Ambassador Cab Program, revise eligibility requirements, and provide conditions for removed chauffeurs to regain eligibility to re-apply. File Number 252077, Ordinance, Status Adopted. Introduced 10/16/2025. Final Action 9/1/2026. Agenda Date 9/1/2026, Agenda Item 7A. Sponsors: Marleine Bastien (Prime), Oliver G. Gilbert, III (Co-Sponsor). Adopted on first reading 6/2/2026. Forwarded to BCC with favorable recommendation as corrected following public hearing on 7/13/2026. Adopted 9/1/2026. Public hearing included opposition from Mr. Akhtar Kamal, who stated drivers could not make a living if barred from MIA and the seaport, that two citations could result in removal from both, and that drivers who filed complaints were targeted for additional citations. Mr. Eric Broswell urged residents and public officials to press Congress to reduce tariffs imposed in 2025, which he characterized as causing economic and financial harm. The ordinance changes the number of findings of guilt in the preceding one-year period for ineligibility from more than two to more than three, changes removal to suspension in certain subsections, and allows chauffeurs removed and deemed ineligible to re-apply after one year if they complete a training program. Effective 10 days after enactment unless vetoed by the Mayor.
