It appropriates all budgeted revenues and expenditures, authorizes investment of county funds in time warrants, authorizes transfer of funds as cash advances, ratifies implementing orders setting fees, rates, and charges, approves the Fiscal Year 2026-27 Pay Plan, authorizes allocations and reallocations of bond proceeds, appropriates grant, donation, and contribution funds, continues the Municipal Services Fund, rescinds Resolution No. R-122A-89 creating a Child Care Center Trust Fund, authorizes a $5,000,000.00 disbursement from the Environmentally Endangered Lands (EEL) Acquisition Trust Fund to the EEL Land Management Trust Fund, waives various code provisions for FY 2026-27, repeals sections 2-119 through 2-127 of the Code relating to branch offices of auto tag agencies, and supersedes conflicting provisions of prior legislative enactments. The ordinance includes a provision effective January 1, 2027, that no provision of the budget or ordinance shall authorize funding or promotion of diversity, equity, and inclusion initiatives. The ordinance also rescinds several Administrative and Implementing Orders and sets revised fees and charges for various departments. The ordinance becomes effective ten days after enactment unless vetoed by the County Mayor.
