Resolution approving the Fiscal Year 2025-2029 Five-Year Public Housing Agency Plan (Plan) for Miami-Dade County Department of Housing and Community Development (HCD), after a public hearing, and authorizing the County Mayor to submit the Plan to HUD for final approval. The Plan covers Public Housing, Section 8 Housing Choice Voucher (HCV), and other federally subsidized programs administered by the County through HCD, with countywide impact. The Plan includes substantial modifications: HCD received multiple awards under the Choice Neighborhood Initiative (CNI) program; the County is creating a County-controlled 501(c)(3) entity (Miami-Dade Attainable Housing Corporation, Inc.) to participate in redevelopment of public housing and other County-owned housing developments; and HCD intends to utilize County-owned Public Housing land for developing affordable workforce housing and homeownership opportunities. The Plan was available for public review and comments during a 45-day comment period from May 20, 2026, through July 3, 2026. HCD held two meetings with the Resident Advisory Board (RAB): an in-person meeting on June 1, 2026, and a virtual meeting via Zoom on June 15, 2026. The Plan must be submitted to HUD no later than December 1, 2026. The approval of this item will not result in a fiscal impact to the County's General Fund.
