Resolution authorizing additional expenditure authority of $12,879,707.00 for a total modified cumulative pool amount of $18,896,707.00 for Prequalification Pool No. EVN0000187, Dewatering and Tank Cleaning Services, for the Water and Sewer Department. The pool was established on October 3, 2023, through Resolution No. R-871-23 and modified through Resolution No. R-556-25, for a five-year term and is currently valued at $6,017,000. The pool expires on November 30, 2028. The item was forwarded to the Board of County Commissioners with a favorable recommendation by the Infrastructure, Innovation & Technology Committee on 7/15/2026. Agenda date is 9/1/2026. The additional expenditure authority is specifically for WASD, the largest user of the pool. The services include tank cleaning, sludge removal, dewatering, vacuum truck services, hydro-excavation, and related maintenance activities. The request is necessary due to WASD's current allocation being substantially depleted, including expenditures exceeding $2 million for a temporary dewatering system at the North District Wastewater Treatment Plant (NDWWTP) to address reduced treatment capacity at the Central District Wastewater Treatment Plant (CDWWTP) at Virginia Key. The funding will also support cleaning of 10 contact basins at the Alexander Orr, Hialeah, and Preston Water Treatment Plants. Any contract award under the pool exceeding $5,000,000.00 is subject to ratification by the Board. The impact is countywide. Prequalified vendors include Envirowaste Services Group, Inc., Flotech Environmental, LLC (SBE), Merrell Bros., Inc., Synagro South, LLC, and U.S. Submergent Technologies, LLC. Due diligence noted litigation resolved through a settlement agreement between the County and Synagro South, LLC via Resolution No. R-769-23, which stipulated the dispute would not impact Synagro's ability to conduct business with the County. The two percent User Access Program applies where permitted by funding source. Small Business Enterprise measures will be determined prior to advertising each spot market competition. Local Preference will be applied at the time of spot market competition where permitted by funding source. The Living Wage Ordinance does not apply.
