Resolution approving and authorizing the County Mayor or designee to execute Commercial/Industrial Demand Reduction Rider Agreements between Florida Power & Light and Miami-Dade County for the South and Central District Wastewater Treatment Plants' Electrical Distribution Buildings #2. The agreements authorize FPL to conduct load control operations by temporarily disconnecting power to the EDBs during emergency conditions or capacity shortages, while WASD operates backup generators. WASD will receive an incentive credit of $9.75 per kilowatt on electricity bills, with projected annual savings of approximately $51,000 at SDWWTP and $68,000 at CDWWTP. WASD will install electrical configuration upgrades at SDWWTP EDB-2 at an estimated cost of $40,000, funded by WASD Revenue Bonds. The CDWWTP EDB-2 is under construction with upgrades already incorporated. The item was forwarded to the BCC with a favorable recommendation by the Infrastructure, Innovation & Technology Committee on 9/10/2026, and is scheduled for the BCC agenda on 10/6/2026. The resolution also authorizes the County Mayor to exercise all rights including termination. The EDB-2 facilities are located in Commission District 8 (SDWWTP) and Commission District 7 (CDWWTP).
