LANDFILL GAS CONVERSION

A Miami-Dade County resolution rejects all proposals received in response to Request for Proposals No. EVN0019329, Development of Landfill Gas Conversion Project, for the Department of Solid Waste Management. The project was to design, build, finance, operate and maintain a Renewable Natural Gas (RNG) system at the South Dade Landfill and North Dade Landfill sites. All proposals were deemed non-responsive by the County Attorney's Office. The resolution was introduced on 3/23/2026, and the Policy Council amended it on 7/13/2026. The new solicitation will likely be for the South Dade Landfill site only, as proposals indicated the North Dade Landfill is not viable. The cost to the developer to design and build each facility was estimated to be over $30,000,000. Five proposals were received. The vendors not recommended for award were Apex One Home Inspections Corp., Mobius Fuels, LLC, Nopetro Energy, Sagepoint Energy Landfill Holdco, and Waga Energy, Inc. The reason for not recommending was that they were deemed non-responsive by the County Attorney's Office. The South Dade Landfill is located at 23707 SW 97th Avenue, Homestead, FL. The North Dade Landfill is located at 21500 NW 47th Avenue, Miami, FL. The impact of this item is countywide in nature. There is no fiscal impact to the County for the rejection. The RFP was issued on July 8, 2025, and the closing date was October 15, 2025. Issues were submitted to the County Attorney's Office on November 17, 2025, and on December 29, 2025, the CAO deemed all proposals non-responsive. The Board directive was at the July 1, 2025 meeting. The new solicitation can be advertised upon the Board's approval of this rejection. The County will seek feedback from proposers and the market. It is anticipated that at least four proposers would be able to amend their proposals to resubmit. The County will continue to explore what type of project may be feasible for the North Dade Landfill. The Negotiator is Saba Musleh of the Strategic Procurement Department. The Chief Utilities and Regulatory Services Officer is Roy Coley. The Mayor is Daniella Levine Cava. The Chairperson of the Board is Anthony Rodriguez. The South Dade Landfill is in District 8, represented by Commissioner Danielle Cohen Higgins. The North Dade Landfill is in District 1, represented by Commissioner Oliver G. Gilbert, III. The Small Business Enterprise Selection Factor and Local Preference would have been applicable. The two percent User Access Program and the Living Wage Ordinance would not have applied.
