Resolution rejecting all proposals received in response to RFP No. EVN0019329 for the Development of Landfill Gas Conversion Project for the Department of Solid Waste Management. The project was to design, build, finance, operate and maintain a Renewable Natural Gas (RNG) system at the South Dade Landfill and North Dade Landfill sites. All five proposals were deemed non-responsive by the County Attorney's Office. The rejection allows the County to update the solicitation and resolicit under full and open competition. The new solicitation will likely be for the South Dade Landfill site only, as proposals indicated the North Dade Landfill is not viable. The cost to the developer to design and build each facility was estimated to be over $30,000,000. The item was amended at the Policy Council on 7/13/2026, with the amended version in Legislative File No. 261339. The resolution was introduced on 3/23/2026. The RFP was issued on July 8, 2025. Proposals were received on October 15, 2025. Issues were submitted to the County Attorney's Office on November 17, 2025. The County Attorney deemed all proposals non-responsive on December 29, 2025. The vendors not recommended for award were Apex One Home Inspections Corp., Mobius Fuels, LLC, Nopetro Energy, Sagepoint Energy Landfill Holdco, and Waga Energy, Inc. The Negotiator is Saba Musleh of the Strategic Procurement Department. The Chief Utilities and Regulatory Services Officer is Roy Coley. The Mayor is Daniella Levine Cava. The Board of County Commissioners Chairman is Anthony Rodriguez. The South Dade Landfill is in District 8, represented by Commissioner Danielle Cohen Higgins. The North Dade Landfill is in District 1, represented by Commissioner Oliver G. Gilbert, III. The impact is countywide. There is no fiscal impact to the County for the rejection. The two percent User Access Program would not have applied. The Small Business Enterprise Selection Factor and Local Preference would have been applicable. The Living Wage Ordinance would not have applied. The County will seek feedback from proposers and the market. It is anticipated that at least four proposers would be able to amend their proposals to resubmit. The County will continue to explore what type of project may be feasible for the North Dade Landfill gas.
