Resolution rejecting all proposals received in response to Request for Proposals No. EVN0019329, Development of Landfill Gas Conversion Project, for the Department of Solid Waste Management. The project was to design, build, finance, operate and maintain a Renewable Natural Gas (RNG) system at the South Dade Landfill and North Dade Landfill sites. All proposals were deemed non-responsive by the County Attorney's Office. The Board of County Commissioners approved the rejection, with the action amended per Legislative File No. 261339. The new solicitation will likely be issued for the South Dade Landfill site only, as proposals indicated the North Dade Landfill is not viable. The cost to the developer to design and build each facility was estimated to be over $30,000,000. Five proposals were received. The RFP was issued July 8, 2025; proposals were received October 15, 2025; issues were submitted to the County Attorney's Office November 17, 2025; the County Attorney's Office deemed all proposals non-responsive December 29, 2025. The resolution was introduced March 23, 2026; the Policy Council acted July 13, 2026, amending the item. The vendors not recommended for award were Apex One Home Inspections Corp., Mobius Fuels, LLC, Nopetro Energy, Sagepoint Energy Landfill Holdco, and Waga Energy, Inc. The Negotiator is Saba Musleh of the Strategic Procurement Department. The Chief Utilities and Regulatory Services Officer is Roy Coley.
