Resolution rejecting all proposals received in response to RFP No. EVN0019329 for the Development of Landfill Gas Conversion Project for the Department of Solid Waste Management. The project was to design, build, finance, operate and maintain a Renewable Natural Gas (RNG) system at the South Dade Landfill and North Dade Landfill sites. All proposals were deemed non-responsive by the County Attorney's Office. The Board will resolicit under full and open competition, likely for the South Dade Landfill site only, as proposals indicated the North Dade Landfill is not viable. The cost to the developer to design and build each facility was estimated to be over $30,000,000. The resolution was amended at the Policy Council on 7/13/2026, with the amended version in Legislative File No. 261339. The item was introduced on 3/23/2026. The five proposers were Apex One Home Inspections Corp., Mobius Fuels, LLC, Nopetro Energy, Sagepoint Energy Landfill Holdco, and Waga Energy, Inc. There is no fiscal impact to the County for the rejection. The RFP was issued on July 8, 2025, with a closing date of October 15, 2025, and the CAO deemed all proposals non-responsive on December 29, 2025.
