Resolution rejecting all proposals received in response to Request for Proposals No. EVN0019329, Development of Landfill Gas Conversion Project, for the Department of Solid Waste Management. The project was to design, build, finance, operate and maintain a Renewable Natural Gas (RNG) system at the South Dade Landfill and North Dade Landfill sites. All proposals were deemed non-responsive by the County Attorney's Office. The Board will resolicit under full and open competition, likely for the South Dade Landfill site only, as proposals indicated the North Dade Landfill is not a viable site. The cost to the developer to design and build each facility was estimated to be over $30,000,000. The item was amended at the Policy Council on 7/13/2026, with the amended version in Legislative File No. 261339. The resolution was introduced on 3/23/2026 and is pending BCC assignment.
