LANDFILL GAS CONVERSION

Resolution rejecting all proposals received under RFP No. EVN0019329 for the Development of Landfill Gas Conversion Project for the Department of Solid Waste Management. The project was to design, build, finance, operate and maintain a Renewable Natural Gas (RNG) system at the South Dade Landfill and North Dade Landfill sites. All proposals were deemed non-responsive by the County Attorney's Office. The County will update the solicitation and resolicit under full and open competition, likely for the South Dade Landfill site only, as proposals indicated the North Dade Landfill is not viable. Five proposals were received; vendors not recommended for award: Apex One Home Inspections Corp., Mobius Fuels, LLC, Nopetro Energy, Sagepoint Energy Landfill Holdco, Waga Energy, Inc. The cost to the developer to design and build each facility was estimated to be over $30,000,000. The item was amended; see Legislative File No. 261339 for the amended version. The resolution was introduced on 3/23/2026 and amended by the Policy Council on 7/13/2026.
