Resolution approving an Interlocal Agreement between Miami-Dade County and the City of Doral for on-demand transportation services. The service is a stop-to-stop on-demand transit program connecting residents to key destinations, including pharmacies and supermarkets, up to a maximum trip of five miles. The service is operated by Freebee using four Tesla Model X vehicles. Hours of operation are 10:00 a.m. to 7:00 p.m. Monday through Thursday, 10:00 a.m. to 12:00 a.m. Friday through Saturday, and 12:00 p.m. to 7:00 p.m. on Sunday. The agreement is for a five-year term, with two, five-year renewal options upon mutual agreement. There is no fiscal impact to the County as the municipality shall cover the cost from its annual share of Charter County Transportation Surtax proceeds. The agreement is effective retroactively to December 23, 2025. The City began on-demand operations in April 2024. On August 13, 2025, the Doral City Council adopted a resolution authorizing the City Manager to execute this Interlocal Agreement.
