FIRST AMENDMENT TO OFF-SYSTEM AGREEMENT WITH FDOT

Resolution approving a First Amendment to an Off-System Construction and Maintenance Agreement between Miami-Dade County and the Florida Department of Transportation for local roadway improvements on State Road 5 (SR 5/Biscayne Boulevard) from NE 123rd Street to NE 163rd Street, a portion of which includes work on a portion of NE 151st Street. The original agreement was approved by Resolution No. R-952-25 on October 9, 2025. The Amendment revises project limits and expands the scope of local roadway improvements on NE 151st Street. Original project cost was approximately $94,220.21; additional improvements estimated at approximately $21,726.86, increasing total estimated project cost to $115,947.07. Project fully funded and constructed by FDOT. Construction anticipated to begin in July 2028. Transportation Cmte forwarded to BCC with a favorable recommendation on 9/9/2026. Improvements include replacement of sidewalk, installation of signage, installation of signalization pull boxes, installation of signalization conduits, modification of signalization controller cabinet, installation of pedestrian signals, retrofit of existing lighting poles, and installation of lighting poles, pull boxes, and conduits. Expanded scope includes additional sidewalk replacement, signalization conduit installation, and retrofitting of existing lighting poles. If additional right-of-way is required, FDOT will acquire the necessary property at no cost to the County. Upon completion, the County will assume maintenance responsibilities for those improvements within the County right-of-way assigned to the County under the Agreement, funded through DTPW's General Fund allocation.
