September 3, 2026 Other Services new business activity in Florida

Published

By NewBiz Alert, from Florida Division of Corporations filings, county and city planning records, FDACS and state death care licensing. How we built this.

Other services is the everyday backbone of a Florida neighborhood. It is the groomer and boarding kennel that watch the family dog, the shop that fixes a phone, a lawn mower, or a broken appliance, the dry cleaner and the tailor, the sign and print shop that makes a new storefront look open, the locksmith, the event and party rental company, the funeral home, and the churches and civic groups that hold a community together. As Florida keeps adding people and rooftops, more of these small local businesses register with the state to serve them.

New other services businesses are forming fastest in Southeast Florida. Almost every business in this group is a small, hands on shop, and each one buys the same starter kit the day it opens: general liability coverage, a booking and point of sale system, a sign out front, business banking and a bookkeeper, commercial space, and its own tools, uniforms, and supplies. A groomer needs tables and tubs, a print shop needs presses and vinyl, a locksmith needs a van and key stock. That steady, repeatable setup is why new formations in this sector track closely with where people are moving.

The counts below show where new other services businesses are registering, by region, over the last 30, 90, and 365 days. Under them is the recent news these owners are watching, and this month it is mostly the local rulebook: a city making pet grooming easier to open, a run of church, community center and event venue projects moving through county review, and two car wash projects working through planning boards. The state licensing bodies and trade groups, plus a local resource for each region, live at the bottom, in Other Services Resources.

New developments owners in this sector are watching, with the real date of each and the businesses it creates work for. Every item below is dated inside the last two months and comes from a county or city public record read directly. This edition covers five of the seven regions. Southwest Florida and Northwest Florida had no verified primary-source development in this sector inside the trailing window this month, so they are not represented in the list below.

Titusville moves to make pet grooming a permitted use in neighborhood commercial zones

The Titusville City Council held the first reading and first of two public hearings on Ordinance No. 20-2026, which would allow pet grooming services as a permitted use in the Neighborhood Commercial (NC) zoning district. The Planning and Zoning Commission recommended approval 6-0 on August 5, 2026, and the second reading and final public hearing is set for September 8, 2026.

A permitted use means a pet grooming shop can lease space and open without first going before a public board for a conditional use hearing.

    Who this helps

    • pet groomers
    • pet boarding kennels
    • pet supply shops
    • commercial real estate brokers
    • sign shops

Making pet grooming a permitted use lowers the cost and time to open a shop, which puts more pet care options in Titusville neighborhoods.

Marion County weighs a facade grant for an event warehouse in Silver Springs

The Marion County Community Redevelopment Agency's September 1, 2026 agenda includes a request to modify the Silver Springs Community Redevelopment Area Facade and Building Improvement Program Grant (No. SS-FBIG-2026-01) for The Event Warehouse, LLC, for facade and building improvements at 5631 E. Silver Springs Boulevard, with an expenditure not to exceed $75,000.

A facade and building improvement grant puts renovation work in front of local contractors before the venue books its next event.

    Who this helps

    • general contractors
    • painters
    • sign shops
    • event planners
    • caterers

Improving an event venue keeps Silver Springs a place that can host gatherings, which feeds steady work to the service businesses around it.

Marion County extends a church site plan for St. Mark the Evangelist

The Marion County Development Review Committee's August 3, 2026 agenda lists item 6.11, a one-year plan extension request for the St. Mark the Evangelist Catholic Church Major Site Plan. The applicant requested the extension on July 23, 2026, moving the expiration date from October 21, 2026 to October 21, 2027.

A church site plan extension keeps a religious facility project moving, which means construction and fit out work stays on the schedule.

    Who this helps

    • general contractors
    • electrical contractors
    • landscapers
    • sign shops
    • audiovisual installers

Religious and civic organizations are one of the largest parts of this sector, and a church project that stays on schedule keeps local trades busy.

Hernando County takes up a rezoning for a lawn care business on Bourassa Boulevard

The Hernando County Board of County Commissioners' September 1, 2026 land use meeting agenda lists a rezoning petition submitted by Dirt Doctor 11011, LLC for property located on Bourassa Boulevard (H2550).

A rezoning for a lawn care business clears the way for a yard, equipment storage, and a shop, which means site work and build out before the first truck rolls.

    Who this helps

    • lawn care companies
    • landscapers
    • site contractors
    • fence installers
    • sign shops

A lawn care business with a proper home base can serve more Hernando County properties and hire more local crews.

The Hernando County Board of County Commissioners' August 11, 2026 agenda includes agenda item 9, a Tourist Development Special Event Grant Award to promote Florida's Adventure Coast special events in fiscal year 2027.

Event grant funding means more festivals and gatherings, each of which books tents, staging, catering, and cleanup.

    Who this helps

    • event planners
    • party rental companies
    • caterers
    • audiovisual installers
    • commercial cleaners

Funding special events draws visitors to Hernando County and puts steady weekend work in the hands of local service businesses.

Delray Beach reviews a 3,310 square foot automatic car wash on North Federal Highway

The Delray Beach Planning and Zoning Board's August 17, 2026 agenda includes item 26-0997 for Lenny's Car Wash (PZ-000360-2025 and PZ-000359-2025), a Level 4 Site Plan application with a conditional use to allow a 3,310 square foot automatic car wash at 2210 North Federal Highway.

A new automatic car wash is a build out with plumbing, electrical, and equipment installation before it washes its first car.

    • plumbers
    • electrical contractors
    • equipment installers

Jacksonville approves a sign waiver for a car wash on Atlantic Boulevard

The Jacksonville Land Use and Zoning Committee's September 1, 2026 agenda lists item 2026-0565, a sign waiver (Appl SW-26-09) for Car Spa Atlantic Blvd. at 9715 Atlantic Blvd, reducing the minimum setback from 10 ft to 3 ft in CCG-2. The committee approved it 5-0 at the September 1, 2026 public hearing.

A sign waiver lets a car wash put its sign where drivers can see it, which means sign fabrication and installation work.

    Who this helps

    • sign shops
    • car wash operators
    • sign installers
    • commercial real estate brokers

A visible sign helps a car wash draw customers, which keeps a local service business busy on Atlantic Boulevard.

So what

What it means for you

Other services grows with everyday life, not with any one boom. People still need their dogs groomed, their clothes cleaned and altered, their phones and appliances fixed, their events staffed, and their milestones marked, and their churches and civic groups keep opening doors. Each new shop is small and hands on, and each one buys the same starter kit on day one: insurance, a booking system, signage, banking, space, and its own tools and supplies. The regions leading the counts above are where that steady local demand is deepest.

This month the sector moved through city halls rather than through storefronts, and that is worth reading closely. Titusville is moving to make pet grooming a permitted use in neighborhood commercial zones, so a shop that would have needed a hearing may soon need only a lease. Two car wash projects, one in Delray Beach and one in Jacksonville, are working through planning boards on site plans and sign rules. Rules like these decide what an owner can build and what it costs, block by block, long after the news moves on.

The rest of the list is buildings and events. A church site plan extension in Marion County, a facade grant for an event warehouse in Silver Springs, a rezoning for a lawn care business in Hernando County, and a special event grant on Florida's Adventure Coast all follow the same pattern: a congregation, a venue, or a public body puts up a building or funds a gathering, and the service businesses around it get the fit out first and the upkeep for years afterward. Religious and civic organizations are one of the largest parts of this sector by count, and this is what that looks like on the ground.

Methodology

How we count

  • We count each business by the date it registered with the state, so this shows new business formation, not the current number of shops.
  • State records post about 2 weeks behind, so the last week or two will keep rising as more filings arrive.
  • Most of these businesses need no statewide license to start, like pet grooming, repair shops, dry cleaners, event services, sign shops, and tailors. Some are state regulated: private investigators and security firms are licensed by FDACS under Chapter 493, and funeral homes and directors are licensed by the state Division of Funeral, Cemetery, and Consumer Services. A few, like locksmiths and movers, are licensed by some counties rather than the state.
  • The developments listed above come from county and city public records, read directly rather than from news coverage. Each one links to the exact agenda or ordinance page that states it.
  • Counts cover active Florida businesses and update daily.

Frequently asked questions

Where are the most new other services businesses forming in Florida?
This report ranks every Florida region by new other services businesses and shows if activity is heating up or slowing down.
What kinds of businesses are in this group?
It covers pet grooming, boarding, and daycare, appliance and electronics repair, dry cleaning and laundry, tailoring and alterations, event services and party rental, locksmiths, private investigators, sign and print shops, funeral homes, and religious, civic, and nonprofit organizations.
Do these businesses need a license?
Most do not. Pet grooming, repair shops, dry cleaners, event services, sign shops, and tailors need no statewide license to start. Some do: private investigators and security firms are licensed by FDACS under Chapter 493, and funeral homes and directors are licensed by the state Division of Funeral, Cemetery, and Consumer Services. A few, like locksmiths, are licensed by some counties.
Why does a local zoning rule matter to a small shop?
Zoning decides where a business may open and what it must do first. A conditional use has to go in front of a public board before the doors open. A permitted use does not, so an owner can lease the space and get to work. Titusville took up an ordinance in August 2026 that makes exactly that change for pet grooming.
Why do sign rules show up in a report about small service businesses?
Sign shops are part of this sector, and a city sign code is their order book. Jacksonville approved a sign waiver for a car wash on Atlantic Boulevard in September 2026, and every sign like that has to be designed, built and installed by somebody.
Where does this data come from?
The formation counts come from official Florida business registration records. We pull every new filing, sort it by industry and region, and update daily. We count a business by the date it registered with the state.
Can I see the actual businesses?
Yes. You get the real filings, with business names, addresses, and officers, free for 7 days, with no credit card required. Start a free 7 day trial to see them.
